天津铁路投资集团投融资规划的研究

【摘要】：铁路作为交通运输业的重要载体，更是国民经济的基础产业，构建便捷高效的现代化交通运输体系，是促进国民经济平稳较快增长，实现社会各项事业健康协调发展，保持社会和谐稳定的重要支撑和先导条件。天津市处于环渤海经济区的中心，随着经济区建设的不断推进和完善，天津港已经形成以北疆、南疆、东疆港区为主，海河港区为补充，临港工业区初具规模，高沙岭、大港、北塘、汉沽港区正在起步发展的空间格局，由此对铁路建设的需求空前紧迫。因此，大力建设和完善我市铁路运输网络，特别是增加客、货运铁路投资，提高铁路货运能力是加快我市经济结构调整、加快港口开发建设的先决条件。铁路投资是我市未来经济主要增长点和亮点，对天津市经济增长将提供持续贡献。本文首先对天津铁投集团投融资业务发展的内外部环境进行了分析，同时对国内外关于铁路投资建设的主要投融资战略进行了总结评价，阐述了铁路建设融投资领域的不同做法和方法，并指出了国内现行方式的存在问题。在此基础上，，通过对铁投集团的投融资环境进行SWOT战略分析，得出了目前天津铁投集团亟待进行扩张壮大，应密切结合经营业务的拓展，需调整经营策略，借机大力发展投融资业务。在确定了发展定位目标后，针对投融资业务做出了分阶段发展的融资规划，从投资环境、投资项目、总体铁路规划实施、多元化经营、多种融投资工具的选择等方面对应有效的实施方案加以论述，形成了系统的融资规划战略。在推动天津铁路建设的长足发展的同时，为天津铁投集团自身的可持续运作提供一些参考借鉴。
[Abstract]:As an important carrier of transportation, railway is also the basic industry of national economy. To construct a convenient and efficient modern transportation system is to promote the steady and rapid growth of the national economy and to realize the healthy and coordinated development of various social undertakings. Maintain social harmony and stability of the important support and leading conditions. Tianjin is in the center of the Bohai Sea Economic Zone. With the continuous development and improvement of the economic zone, Tianjin Port has been formed mainly in the northern, southern and eastern port areas, supplemented by the Haihe Port area, and the industrial zone near the port has taken shape at the beginning of its scale, Gao Sha Ling and Dagang. Beitang, Hangu Port area is starting to develop the spatial pattern, so the demand for railway construction is unprecedented urgent. Therefore, it is a prerequisite to speed up the adjustment of economic structure and speed up the development and construction of port, especially to increase the investment of passenger and freight railway, and to improve the capacity of railway freight transportation. Railway investment is the main growth point and bright spot of our city's economy in the future, which will provide continuous contribution to Tianjin's economic growth. This paper firstly analyzes the internal and external environment of the investment and financing business development of Tianjin Railway Investment Group, and summarizes and evaluates the main investment and financing strategies of railway investment and construction at home and abroad. This paper expounds the different methods and methods in the field of railway construction and finance investment, and points out the existing problems in the existing ways in China. On this basis, through the SWOT strategic analysis of the investment and financing environment of the Tietou Group, it is concluded that the Tianjin Iron Investment Group is in urgent need of expansion and expansion, which should be closely combined with the expansion of the business, and the management strategy should be adjusted. Take the opportunity to vigorously develop investment and financing business. After defining the development orientation target, the financing planning for investment and financing business has been made in stages, from the investment environment, investment projects, overall railway planning implementation, diversification, The selection of various financing instruments and other effective implementation schemes are discussed, and a systematic financing planning strategy is formed. While promoting the rapid development of Tianjin railway construction, it provides some references for the sustainable operation of Tianjin Railway Investment Group.
