基于数据化的飞机退租文件标准化研究

【摘要】:中国民航业经过十几年的飞速发展,机队规模从1990年的425架增加到2015年2907架。在25年内大量资本涌入民航业,除去航空公司借贷形式外,又出现了以集团公司为主体采用融资租赁、经营租赁、杠杆租赁等形式的投资方。这样的公司或集团称之为租赁商,而租赁商与承租方(航空公司)的租机合同通常有固定的周期,普遍合同周期为8或12年。这就意味着过去的几年内已经有许多飞机进行了退租工作,同时未来几年到期的租赁飞机将陆续进入退租环节。本文以标准化退租文件为出发点,首先从改善技术标准的角度分析退租文件,找出租赁公司重点关注的、文件提供困难的以及租赁双方要求有差异的文件项目,归纳相似的问题,找到解决办法。其次从提高工作标准角度提出退租工作评价新方法,以模糊综合评价法为理论基础,结合以往技术评估经验,搭建退租评价模型。新模型较传统评估方法具有结果直观、操作简便、节省人工等特点。最后从管理标准化的角度出发,搭建退租文献综合管理平台,实现退租文件的可视化管理,自动核对,方便航空公司、租赁商和大修厂商之间飞机退租文件的收集和管理。通过研究可以将退租文件出现问题归纳为以下几个问题:航空公司没有大修能力导致寿命件历史追溯困难。退租文件的管理不规范,管理职责归属模糊。中外环境差异导致对文件的要求不同。飞机维修文件记录不够规范。通过制定技术标准和管理标准可以较好的解决上述问题。基于隶属函数的模糊综合评价模型可以很好的符合传统专家评价模型的评价结果。随着大量飞机的引进以及多数到期飞机的退租,标准化退租文件及文件的管理形式必定可以解决大量的退租难题,从而优化航空公司的退租工作,更容易的满足合同要求,并节约退租成本。
[Abstract]:After more than a decade of rapid development, China's civil aviation industry has increased its fleet size from 425 in 1990 to 2907 in 2015. In the past 25 years, a large number of capital has poured into the civil aviation industry. In addition to the form of airline lending, there have been investors who take the group company as the main body to adopt financial leasing, operating leasing, leveraged leasing and so on. Such a company or group is called a lessee, and the charterer's charter contract with the charterer (airline) usually has a fixed cycle, with a general contract cycle of 8 or 12 years. This means that many aircraft have been delisted in the past few years, and the leased aircraft that expire in the next few years will enter the delisting process one after another. Based on the standardized delisting documents, this paper first analyzes the resale documents from the point of view of improving the technical standards, finds out the documents that the leasing company pays attention to, the difficulties in providing the documents and the differences between the two parties, sums up the similar problems and finds out the solutions. Secondly, from the point of view of improving the work standard, a new method of rent removal evaluation is put forward, which is based on the fuzzy comprehensive evaluation method and combined with the previous technical evaluation experience to build the rent withdrawal evaluation model. Compared with the traditional evaluation method, the new model has the characteristics of intuitionistic results, simple operation and labor saving. Finally, from the point of view of management standardization, the comprehensive management platform of renting documents is built to realize the visual management and automatic checking of the resale documents, so as to facilitate the collection and management of aircraft resale documents between airlines, charterers and overhaul manufacturers. Through the study, the problems of withdrawal documents can be summarized as the following problems: the lack of overhaul capacity of airlines leads to the difficulty of tracing back the history of life parts. The management of withdrawal documents is not standardized and the responsibility of management is vague. Environmental differences between China and foreign countries lead to different requirements for documents. The records of aircraft maintenance documents are not standardized enough. Through the formulation of technical standards and management standards, the above problems can be well solved. The fuzzy comprehensive evaluation model based on membership function can be in good agreement with the evaluation results of the traditional expert evaluation model. With the introduction of a large number of aircraft and the withdrawal of most of the due aircraft, the standardized removal documents and the management form of documents can certainly solve a large number of withdrawal problems, so as to optimize the withdrawal of airlines, make it easier to meet the contract requirements, and save the cost of rent withdrawal.
