公交企业项目建设融资分析

【摘要】：城市公共交通是城市经济和居民生活中最为重要的基础性设施,是城市发展的大动脉。改革开放以来,我国城市公共交通有了较快发展,有力地推动了城市经济发展和人民生活水平的提高。但随着经济社会发展和城镇化进程的加快,我国城市发展与公交建设出现严重不符,各个城市对公交的投入十分有限,造成了公交线路和运力严重不足的现象。为此,不少城市开始对公交融资进行探索。相¨对于城市建设和城镇化进程的不断发展,城市城市公共交通的发展出现了严重的滞后,表现在场站建设、车辆更新改造等方面,其根本原因在支持公交企业发展的资金严重短缺,仅仅依靠政府的投入难以维持公交的生存和发展。特别是群众对城市公共交通服务提出了更高的要求,不再是简单的停留在有车坐的层面上,而是对其方便性、安全性、快捷性、舒适性等均有不同程度的要求。因此,对城市公共交通投融资的研究,已成为越来越多的民众、管理者和研究人员所关注的问题。通过对城市公共交通的投融资研究,可及时发现城市公共交通投资中存在的薄弱环节,以便针对性地完善改进投融资环境,提升公交行业的竞争力和发展力。本文旨在通过对融资方式的介绍,结合公交企业特点,分析国内外公交行业采取的融资方式,重点对BOT融资方式的财务模型进行分析,并对相关案例进行可行性研究,得出影响融资的重要条件。
[Abstract]:Urban public transport is the most important basic facility in urban economy and residents' life, and it is the artery of urban development. Since the reform and opening up, urban public transport in China has developed rapidly, which has effectively promoted the development of urban economy and the improvement of people's living standards. However, with the acceleration of economic and social development and urbanization, the urban development and public transport construction in China are seriously inconsistent, and the investment in public transport in each city is very limited, resulting in a serious shortage of bus routes and capacity. Therefore, many cities began to explore public transport financing. With the continuous development of urban construction and urbanization, the development of urban public transport has lagged behind seriously, which is manifested in the construction of yard and station, the renewal and transformation of vehicles, and so on. The fundamental reason lies in the serious shortage of funds to support the development of public transport enterprises, and it is difficult to maintain the survival and development of public transport only on the basis of government investment. In particular, the masses have put forward higher requirements for urban public transport services, no longer simply staying on the level of car sitting, but on its convenience, safety, rapidity, comfort and so on. Therefore, the research on urban public transport investment and financing has become the concern of more and more people, managers and researchers. Through the research on the investment and financing of urban public transport, the weak links existing in the investment of urban public transport can be found in time in order to perfect and improve the investment and financing environment and enhance the competitiveness and development power of the public transport industry. The purpose of this paper is to analyze the financing methods adopted by the public transport industry at home and abroad through the introduction of the financing methods and the characteristics of the public transport enterprises, focusing on the analysis of the financial model of the BOT financing mode, and to carry on the feasibility study to the related cases, and to obtain the important conditions that affect the financing.
