【摘要】：旅游资源作为旅游业发展的物质基础，，通过对旅游资源科学合理的评估，是旅游资源开发与保护的基础。自国家标准《旅游资源分类、调查与评价》(GB／T18972—2003)的颁布实施以来，许多学者掀起了旅游价值评估的研究热潮，其评估方法与模式也逐渐成为旅游研究的重点和难点之一。随着湘西土家族苗族自治州旅游业的发展，其旅游资源价值评估的研究基本上还处于空白阶段，因此对湘西自治州的旅游资源价值进行评估，有利于湘西州旅游资源的合理开发利用，有利于合理布局旅游服务设施建设，有利于制定合理的景区门票价格，有利于计划安排其它产业的协调发展。本文运用政治经济学中劳动价值论和西方经济学中的效用价值论两大理论基础，并分别从资源丰度、储量丰度、品质、空间分布等方面对湘西自治州的旅游资源进行分析，得出湘西州旅游资源总体特点是：数量和类型丰富多样，品质优异，区域特色明显。本文在评估湘西州旅游资源的价值的方法上，主要采用定性与定量相结合的方法来评估湘西州旅游资源，定性方法主要采取特尔菲定性方法，运用专家咨询的方式进行数据的收集，定量方法主要采取旅行费用法（TCM）和意愿调查价值评估法（CVM），运用问卷调查的方法进行数据的收集，以此为基础，客观、有效地确定价值评估因子的权重。同时在研究国内外关于旅游资源方面的价值分类系统和评价方法的基础上,建立了湘西自治州旅游资源价值分类系统，并运用旅行费用法（TCM）和意愿调查价值评估法（CVM）对湘西自治州旅游使用价值和非使用价值进行了估算，评估出截止2011年湘西州旅游资源总价值为253.6亿元。通过对湘西州统计报表分析，湘西州旅游资源发展的年经济收入截止2011年已达到83.28亿元，待开发旅游资源项目将会实现50.61亿元的旅游收益，根据构建的数学模型，若3-5年内游客数再增加50％，门票价格按凤凰古城价格的2倍计算，其旅游总收入可以达到373～415亿元，旅游发展潜力极大。但湘西州的可开发面积有近200平方公里，现在已开发20多平方公里，旅游资源大部分没有得到有效开发，处于闲置状态，因此，可以大力进行科学合理的开发。本文通过对湘西州旅游资源现状进行SWOT分析，提出了更科学合理的对策，为西部民族地区的旅游开发借鉴一条更适合自己的旅游出路。本文的创新之处主要表现在：1、运用了定性与定量相结合的价值评估方法，依托湘西州的旅游开发现状，进行了符合湘西州旅游价值提升的策略分析。2、全面衡量了湘西州旅游资源的发展潜力，弥补了湘西州旅游评价方面的空白之处，使湘西州能积极有效的提升自己的旅游价值，寻找新的旅游经济增长点，为西部民族地区的旅游开发借鉴一条更适合自己的旅游出路。
[Abstract]:The material basis of tourism resources as the development of the tourism industry, through the evaluation of the tourism resources scientifically and reasonably, is the basis for the development and protection of tourism resources. Tourism resources classification standard from "countries, the investigation and evaluation of > (GB / T18972 - 2003) since the promulgation and implementation, many scholars launched a study of tourism value evaluation, the evaluation method and model has become one of the emphases and difficulties of tourism research.
With the development of tourism industry in Xiangxi Tujia and Miao Autonomous Prefecture, the tourism resource value evaluation research basically is still in the blank stage, therefore, to assess the value of tourism resources in Xiangxi Autonomous Prefecture, is conducive to the rational development and utilization of Xiangxi tourism resources, is conducive to the rational layout of tourism service facilities, is conducive to the ticket price formulation reasonable plan, is conducive to the coordinated development of other industries. This paper uses two basic theory on labor value theory and utility value in western economics and political economics, and from resource abundance, abundance, quality, spatial distribution and other aspects of the Xiangxi Autonomous Prefecture Tourism resources were analyzed, the general characteristics of Xiangxi tourism resources are: the number and type of variety, excellent quality, obvious regional characteristics. Based on the evaluation method of the state of Xiangxi on the value of tourism resources, The method mainly adopts the qualitative and quantitative evaluation of Xiangxi tourism resources, the qualitative method mainly adopts the qualitative method of Telfi, using Delphi method for data collection, quantitative method mainly adopts the travel cost method (TCM) method to evaluate the survey value (CVM), using the method of questionnaire for data collection. On this basis, objectively and effectively determine the weight value of the evaluation factors. At the same time value based classification system and evaluation method of the tourism resources in the domestic and abroad research, establish the value of tourism resources in Xiangxi Autonomous Prefecture classification system, and using the travel cost method (TCM) method to evaluate the survey value (CVM) of Xiangxi Autonomous Prefecture Tourism use value and non use value estimate, assess the total value of the state of Xiangxi in 2011 by the tourism resources is 25 billion 360 million yuan. According to the statistical report of Xiangxi Prefecture Analysis of Xiangxi tourism resources development income by the end of 2011 has reached 8 billion 328 million yuan, achieve 5 billion 61 million yuan of tourism revenue to tourism resources development project will, according to the mathematical model, if the 3-5 years the number of tourists increased 50%, the ticket price is calculated by 2 times the price of the Phoenix Town, the total tourism revenue can be achieved from 373 to 41 billion 500 million yuan, the tourism development potential is great. But the development of the state of Xiangxi area of nearly 200 square kilometers, already developed more than 20 square kilometers, most of the tourism resources have not been effectively developed, in the idle state, therefore, can make scientific and reasonable development. Based on the SWOT analysis of the status quo of tourism resources in Xiangxi and put forward the countermeasures more scientific and reasonable, for the tourism development in western minority areas from a more suitable way of tourism itself.
The innovation of this paper are as follows: 1. The evaluation method using qualitative analysis and quantitative analysis, the present situation of tourism development based on the state of Xiangxi, were carried out in accordance with Xiangxi tourism value promotion strategy analysis of.2, a comprehensive measure of the development potential of Xiangxi tourism resources, to make up for the Xiangxi tourism evaluation gaps in the the state of Xiangxi, will effectively enhance the tourism value of their own, looking for new economic growth point of the tourism, for tourism development in western minority areas from a more suitable way of tourism itself.
