【摘要】:资源型城市经济发展过分依赖资源型产业,存在经济发展缓慢、环境污染严重、产业结构失衡、就业问题严峻等复杂的经济社会问题,转型发展非常迫切。资源型城市如果不在资源枯竭前进行接替产业培育和城市转型发展,等到资源枯竭、资源型产业衰落时,城市也会因资源枯竭而衰落。产业结构的调整和优化是资源型城市转型的核心和主要内容,也是难点问题。资源枯竭型城市产业转型的思路多种多样,资源型城市转型应该根据城市的具体情况,因地制宜地规划转型战略,立足自身优势,培育和发展多元接替产业,再造竞争优势。实践证明,充分利用当地及周边旅游资源,积极发展旅游业,发挥旅游业的产业优势,是城市实施产业转型、调整经济结构、优化产业结构、实现可持续发展的有效举措,也是枣庄在城市产业转型过程中的重要路径选择。 本文力图结合枣庄产业转型的实际,研究资源枯竭型城市转型及选择旅游业作为接替产业的相关问题,主要采用规范研究与实证研究相互结合的方法,探讨城市转型过程中的产业发展现状及问题,在此基础上研究政府应该如何寻求旅游业发展的合理路径,制定相应的政策、规划,积极引导和规范旅游业发展,有力地推动枣庄市城市转型。 通过研究,本文认为发展旅游业能够促进枣庄经济发展、优化产业结构,还可以促进城乡居民就业、生态环境保护、城市功能完善和地方文化传承,推动经济社会协调可持续发展。目前国内旅游业发展空间广阔,枣庄旅游资源丰富,交通便捷,具备发展旅游业的有利条件,大力发展旅游业是枣庄城市转型发展的有效路径。选择旅游业作为城市转型的新兴主导产业,应依据自身资源优势,突出自身特色,结合城市发展规划,对枣庄旅游业发展进行规划定位,深入挖掘旅游资源文化内涵,提升城市文化品位,全面提升枣庄旅游资源的品质和吸引力。针对当前旅游消费需求的变化,提出塑造枣庄“亲近自然”、“轻松”、“健康”、“年轻态”的旅游形象,并将这种旅游形象融入新的时尚元素,贯穿到枣庄各类旅游资源的开发中,逐步打造特色鲜明的旅游产品体系。并且要在发展旅游业过程中,注重旅游资源和生态环境保护,不断完善城市城市基础设施和公共服务能力。同时,创新思路加强旅游品牌营销,大力打造具有影响力的旅游目的地品牌,实现区域旅游差异化、品牌化和可持续发展。
[Abstract]:The economic development of resource-based cities is too dependent on resource-based industries, there are complex economic and social problems, such as slow economic development, serious environmental pollution, unbalanced industrial structure, severe employment problems and so on. The transformation and development of resource-based cities are very urgent. If resource-based cities do not replace the industrial cultivation and urban transformation development before the depletion of resources, the resource-based industries will decline when the resources are exhausted. The adjustment and optimization of industrial structure is the core and main content of the transformation of resource-based cities, and is also a difficult problem. There are a variety of ideas for the industrial transformation of resource-exhausted cities. The transformation of resource-based city should be based on the specific situation of the city, planning the transformation strategy according to the local conditions, based on its own advantages, cultivating and developing multiple replacement industries, and reconstructing the competitive advantage. Making full use of local and surrounding tourism resources, actively developing tourism, and giving full play to the industrial advantages of tourism is an effective measure to implement industrial transformation, adjust economic structure, optimize industrial structure and realize sustainable development in cities. Zaozhuang is also an important path choice in the process of urban industrial transformation. This paper tries to combine the reality of Zaozhuang industrial transformation, study the resource-exhausted city transformation and the choice of tourism as a replacement industry, mainly using normative research and empirical research methods. This paper discusses the current situation and problems of industrial development in the process of urban transformation, and on this basis studies how the government should seek a reasonable path for the development of tourism, formulate corresponding policies, plan, and actively guide and standardize the development of tourism. To promote the transformation of Zaozhuang city. Through the research, this paper believes that the development of tourism can promote the economic development of Zaozhuang, optimize the industrial structure, promote the employment of urban and rural residents, ecological environment protection, urban function improvement and local cultural heritage. Promote coordinated and sustainable economic and social development. At present, domestic tourism development space is vast, Zaozhuang tourism resources rich, convenient transportation, with favorable conditions for the development of tourism. Vigorously developing tourism is an effective way for the transformation and development of Zaozhuang city. Choosing tourism as the emerging leading industry of urban transformation should be based on its own advantages of resources, highlight its own characteristics, combined with urban development planning. Zaozhuang tourism development planning positioning, in-depth excavation of cultural connotation of tourism resources, improve urban cultural taste, comprehensively improve the quality and attractiveness of tourism resources of Zaozhuang, in view of the current changes in tourism consumption demand. It is proposed that the tourism image of Zaozhuang should be "close to nature", "relaxed", "healthy" and "young", and integrate this tourism image into the new fashion elements and run through the development of all kinds of tourism resources in Zaozhuang. In the process of developing tourism, we should pay attention to the protection of tourism resources and ecological environment, and constantly improve the urban infrastructure and public service capacity. Innovative ideas to strengthen tourism brand marketing, to create an influential tourism destination brand, to achieve regional tourism differentiation, branding and sustainable development.
