基于多中心视角的旅游公共服务供给机制研究

【摘要】：旅游活动的每一个环节都离不开旅游公共服务的支持，特别是随着大众旅游的发展，旅游者对旅游公共服务的需求越来越多样化异质化、要求也越来越高。如何能够为旅游者提供更为有效、更为公平、质量更高的旅游公共服务，已成为现阶段我国旅游业发展的一个重要课题。然而，，目前我国旅游公共服务供给水平偏低，无法满足大众化旅游时代对旅游公共服务的要求。因此，本研究试图构建以旅游者需求为导向，政府、市场、非营利组织等多元供给主体共同参与协同合作的旅游公共服务供给机制，以提高旅游公共服务的供给效率和旅游者对旅游公共服务的满意度。本文在借鉴经典理论的基础上，结合我国旅游公共服务发展的具体实际，综合运用多种研究方法，对旅游公共服务多中心供给机制问题进行了系统且深入的研究，主要内容体现在以下三部分。首先，在理论和概念的梳理部分，本文对国内外公共服务、旅游公共服务的相关研究成果以及公共服务的经典理论进行了梳理和分析，界定了旅游公共服务的内涵和外延，在此基础上进一步分析了旅游公共服务的特征，探讨了旅游公共服务的类型、所涵盖的内容，并最终对旅游公共服务供给机制的构成要素进行了深入细致的分析。其次，在对现有的旅游公共服务供给机制的评价部分，本文对我国旅游公共服务供给机制的发展脉络和发展趋势进行了梳理和分析。并且以对旅游者的调研为依据对我国旅游公共服务供给现状进行了IPA诊断分析；同时借助DEA分析法对我国各地旅游公共服务供给现状进行了绩效分析。实证分析的结果表明，我国现行的旅游公共服务供给机制存在着一定的缺陷。基于此结论，本文提出了构建旅游公共服务多中心供给机制的必要性和重要性。最后，在旅游公共服务多中心供给机制的具体构建部分，本文采用SSP范式分析对我国旅游公共服务多中心供给机制的构建进行了构思。同时在新公共服务理论、网络治理理论、协同学理论等经典公共服务理论的支持下，构建了以旅游者需求为导向、政府主导的多元供给主体协同合作的旅游公共服务多中心供给机制。此外，本文还从供给主体创新、激励机制和监督机制的构建等三个方面分析了确保旅游公共服务多中心供给顺利运行的保障机制。
[Abstract]:Every link of tourism activities can not be separated from the support of tourism public services, especially with the development of mass tourism, tourists' demand for tourism public services is becoming more and more diversified and heterogeneous. How to provide tourists with more effective, more equitable and higher quality tourism public services has become an important issue in the development of tourism in China at this stage. At present, the level of tourism public service supply in China is too low to meet the requirements of tourism public service in the era of popular tourism. Therefore, this study attempts to build a tourist demand-oriented, government, market. In order to improve the efficiency of the supply of tourism public services and the satisfaction of tourists to tourism public services, non-profit organizations and other multi-providers participate in the cooperative tourism public service supply mechanism. On the basis of the classical theory, combined with the specific reality of the development of tourism public service in China, this paper comprehensively uses a variety of research methods. This paper makes a systematic and in-depth study on the multi-center supply mechanism of tourism public service, the main contents of which are embodied in the following three parts. First of all, in the theory and the concept of combing part, this article on the domestic and foreign public services, tourism public services related research results and the classic theory of public services have been combed and analyzed. This paper defines the connotation and extension of tourism public service, further analyzes the characteristics of tourism public service, discusses the types and contents of tourism public service. Finally, the paper makes a thorough and detailed analysis on the elements of the supply mechanism of tourism public service. Secondly, in the existing tourism public service supply mechanism evaluation part. This paper analyzes the development and trend of tourism public service supply mechanism in China, and makes a IPA diagnosis and analysis on the present situation of tourism public service supply in China based on the investigation and investigation of tourists. ; At the same time, with the help of DEA analysis, the paper analyzes the current situation of tourism public service supply in various parts of China. There are some defects in the present supply mechanism of tourism public service in our country. Based on this conclusion, this paper puts forward the necessity and importance of constructing the multi-center supply mechanism of tourism public service. Finally, in the tourism public service multi-center supply mechanism specific construction part. This paper uses SSP paradigm analysis to construct the multi-center supply mechanism of tourism public service in China. At the same time, the new public service theory, network governance theory. With the support of the classical public service theory such as Synergetics, this paper constructs a multi-center supply mechanism of tourism public service, which is guided by tourists' demand and coordinated by the government. This paper also analyzes the guarantee mechanism to ensure the smooth operation of the multi-center supply of tourism public service from three aspects: the innovation of supply main body, the construction of incentive mechanism and the construction of supervision mechanism.
