【摘要】：生态旅游概念是基于可持续发展理论而提出的,是在反思传统的旅游形式对环境所造成的负面影响和冲击的基础上逐步形成发展起来的一种新兴旅游活动的形式,它必将成为未来旅游业发展的主要趋势之一,生态旅游的本质内涵是追求人与自然的协调发展,力求达到生态环境、社会文化、经济效益的协调统一,最终实现旅游目的地和旅游业的可持续发展。呼伦贝尔位于祖国版图雄鸡之冠、内蒙古自治区东北部,地处中、俄、蒙三国交界地,区域总面积25.3万平方千米,是内蒙古自治区旅游资源最丰富的地区之一,具有独特的草原、森林、河流、湖泊、湿地、冰雪和少数民族文化资源,具有发展生态旅游的得天独厚的优势,而呼伦贝尔的城市经济经过近年来的快速发展,已经进入了优化产业结构和转变经济发展方式的关键时期,同时,呼伦贝尔旅游事业正也在蓬勃发展,蒸蒸日上,借助国际、国内的大好的发展时机和得天独厚的生态旅游资源优势,大力发展生态旅游经济,打造国际知名的旅游品牌,必将为呼伦贝尔市社会经济发展和产业结构升级做出突出的贡献。论文以可持续发展理论、产业结构演进理论和产业竞争优势理论为理论依据,结合呼伦贝尔生态旅游资源的特点,深入分析了呼伦贝尔发展生态旅游的优势和当前的制约因素,对呼伦贝尔生态旅游经济发展的总体思路及具体对策提出了建议。全文共分为六个部分：导论部分概括性地介绍了选题的理论以及现实意义、国内外生态旅游研究的现状、论文的写作思路与方法及可能存在的创新点。第一章较系统地梳理了可持续发展理论、产业结构演进理论和产业竞争优势理论,这一部分是论文的理论依据；第二章介绍了呼伦贝尔的概况、呼伦贝尔旅游业的发展现状和旅游业对地方经济的贡献,以及呼伦贝尔旅游资源的特点；第三章深入地分析了呼伦贝尔发展生态旅游的比较优势、后发优势和竞争优势,结合上述三方面的优势,对呼伦贝尔发展生态旅游的竞争力形成进行了深入的分析；第四章分别从生态旅游规划、生态旅游管理、生态旅游资源开发及气候和交通条件方面,客观、深入的剖析了呼伦贝尔发展生态旅游经济所面临的制约因素；第五章,作为全文的最后一部分,在前面章节论述的基础上提出了呼伦贝尔生态旅游发展的整体思路,并分别从生态旅游资源的开发、环境保护及经营管理的角度提出了对策建议。
[Abstract]:The concept of ecotourism is based on the theory of sustainable development. Based on the reflection of the negative impact and impact of the traditional tourism form on the environment, it is a new form of tourism activity, which will become one of the main trends of tourism development in the future. The essential connotation of ecotourism is to pursue the harmonious development of man and nature, to achieve the harmony of ecological environment, social culture and economic benefits, and finally to realize the sustainable development of tourism destination and tourism. Hulunbeir is located in the top of the Chinese territory, the northeast of Inner Mongolia Autonomous region, is located in China, Russia, Mongolia three borders, the total area of 253,000 square kilometers. Inner Mongolia Autonomous region is one of the most abundant tourism resources, with unique grasslands, forests, rivers, lakes, wetlands, snow and ice and ethnic cultural resources, with the development of ecotourism unique advantages. The urban economy of Hulunbeir has entered the key period of optimizing the industrial structure and changing the mode of economic development after the rapid development in recent years. At the same time, the tourism industry of Hulunbeir is also booming. With the help of the international and domestic development opportunities and the unique advantages of ecotourism resources, we should vigorously develop the ecotourism economy and create international famous tourism brands. It will certainly make outstanding contributions to the social and economic development and industrial structure upgrading of Hulunbeir City. Based on the theory of sustainable development, the theory of industrial structure evolution and the theory of industrial competitive advantage, the paper combines the characteristics of ecological tourism resources of Hulunbeir. This paper deeply analyzes the advantages and the current restrictive factors of the development of ecological tourism in Hulunbeir, and puts forward some general ideas and specific countermeasures for the economic development of ecological tourism in Hulunbeir. The full text is divided into six parts: The introduction part introduces the theory and practical significance of the topic, and the current situation of ecotourism research at home and abroad. The first chapter systematically combs the theory of sustainable development, the theory of industrial structure evolution and the theory of industrial competitive advantage, which is the theoretical basis of the paper. The second chapter introduces the general situation of Hulunbeir, the present situation of tourism development and the contribution of tourism to local economy, as well as the characteristics of tourism resources of Hulunbeir. The third chapter deeply analyzes the comparative advantage, the late-development advantage and the competitive advantage of the development of ecological tourism in Hulunbeir, combining the above three advantages. The formation of the competitiveness of the development of ecological tourism in Hulunbeir is deeply analyzed. Chapter 4th from the ecotourism planning, ecotourism management, ecotourism resources development, climate and traffic conditions, objective, in-depth analysis of Hulunbeir development of ecotourism economy facing the constraints; Chapter 5th, as the last part of the full text, put forward the overall idea of the development of ecological tourism in Hulunbeir on the basis of the previous chapters, and separately from the development of eco-tourism resources. The countermeasures and suggestions are put forward from the point of view of environmental protection and management.
