基于外部性的丽江古城旅游可持续发展研究

【摘要】：随着经济社会的不断发展，对外交流的不断加深，旅游业已成为了全球经济发展中势头最强劲、规模最大、从业人员最多的产业之一。“十二五”期间，我国旅游业处于难得的黄金发展期，旅游业在产业中的关联效应日益凸显，对促进地方经济发展，拉动就业，以及创造社会效益方面具有积极作用。但另一方面，旅游也是一把“双刃剑”，旅游经济的负外部性也日益增多。旅游发展中存在的外部不经济性影响旅游地经济收入的持续增长，对旅游目的地社会和谐发展产生不利因素，进而成为阻碍旅游业可持续发展的重要问题。在“大旅游”时代中，如何控制和克服外部不经济问题，促进旅游业的可持续发展，是旅游目的地亟待解决的问题。本文以外部性理论作为研究视角，贯穿可持续发展思想，以丽江古城旅游业作为具体研究对象，进行实地调研和问卷分析，通过对丽江古城旅游发展对居民影响的问卷调查，较为系统的分析了丽江古城旅游发展对经济、社会、文化和环境方面的影响，包括正外部性和负外部性问题。本文首次深入的探讨了负外部性产生的根源主要是三个方面：产权不明晰、利益失衡和可持续发展意识淡薄。在此基础上，又根据丽江古城实际情况和旅游业可持续发展的要求，进行合理安排产权，建立旅游利益相关者协调机制和旅游经济绿色核算体系的内化措施的探寻，，对于丽江古城旅游业的可持续发展具有十分重要的意义。
[Abstract]:With the continuous development of economy and society and the deepening of foreign exchanges, tourism has become one of the industries with the strongest momentum, the largest scale and the largest number of employees in the global economic development. The tourism industry of our country is in the golden development period, and the correlation effect of tourism in the industry is becoming more and more prominent, which plays an active role in promoting the development of local economy, stimulating employment and creating social benefits. On the other hand, tourism is also a "double-edged sword", and the negative externalities of tourism economy are increasing day by day. In the era of "Great Tourism", how to control and overcome the external uneconomic problems, and promote the sustainable development of tourism, is an important problem that hinders the sustainable development of tourism. Tourism destination is an urgent problem to be solved. This article takes the externality theory as the research angle, runs through the sustainable development thought, takes the Lijiang ancient city tourism as the concrete research object, carries on the field investigation and the questionnaire analysis, through the questionnaire survey to the Lijiang ancient city tourism development to the resident influence. This paper systematically analyzes the economic, social, cultural and environmental impacts of the tourism development in the ancient city of Lijiang. Including positive externality and negative externality. This paper discusses the origin of negative externality for the first time: the property right is not clear, the interest is out of balance and the consciousness of sustainable development is weak. According to the actual situation of Lijiang ancient city and the requirements of sustainable development of tourism industry, the rational arrangement of property rights, the establishment of coordination mechanism of tourism stakeholders and the internalization measures of green accounting system of tourism economy are explored. It is of great significance for the sustainable development of tourism in Lijiang ancient city.
