基于低碳视角的河北省旅游资源综合开发研究

【摘要】：河北省旅游资源丰富，无论是文化旅游资源、红色旅游资源，还是自然旅游资源等都在全国排名前列。近几年来，河北旅游业发展迅猛，2012年旅游收入更是突破了1588.33亿元。尽管如此，河北省旅游业收入仍然落后于周边兄弟省份,与江苏、广东、浙江等先进省份更是有很大的差距。河北省的旅游发展需要找到一个新的模式。另一方面，低碳旅游在全世界开始兴起，成为旅游业发展的一种新型可持续模式。我国政府也在积极倡导低碳旅游方式，《国务院关于加快发展旅游业的意见》（国发〔2009〕41号）中明确提出：“推进节能环保。实施旅游节能节水减排工程。倡导低碳旅游方式。” 本文在借鉴前人研究基础上，结合河北省的实际旅游资源情况，运用区域经济学、统计学等学科的一些方法，最终探索出一条适合河北省低碳旅游发展的道路。本文的大致框架如下：首先是对国内外低碳旅游文献的一个综述，分别阐述了目前低碳旅游研究的概况。然后是对河北省旅游资源全貌做了一个介绍，并运用特尔斐法确定低碳旅游发展影响因子，进而对景区进行分类。接下来是对河北省发展低碳旅游的一个SWOT分析，得出SWOT分析矩阵，通过分析矩阵，找出河北省发展低碳旅游最具竞争力的矩阵组合。再就是，结合对河北省实际情况的分析，给出河北省发展低碳旅游具体模式的一些意见，包括低碳旅游发展的动力推动模式和低碳旅游发展模式设计两个方面。最后，在全文的研究分析基础上，分别从政府、区域资源整合、低碳理念宣传、旅游人才培养、低碳运行机制等几个方面给出政策建议。本文总共由前言——相关理论——河北旅游现状及旅游资源分类评价——SWOT分析——模式开发——政策建议——总结7个部分组成，结合低碳旅游发展的新形势，，较为详细的给出了河北省发展低碳旅游的政策建议，希望能够对河北省旅游业的战略发展提供借鉴。
[Abstract]:Hebei Province is rich in tourism resources, whether cultural tourism resources, red tourism resources, or natural tourism resources in the forefront of the country.In recent years, Hebei's tourism industry has developed rapidly, and its tourism income exceeded 158.833 billion yuan in 2012.Nevertheless, Hebei Province's tourism income still lags behind its neighbors, and there is a big gap with advanced provinces such as Jiangsu, Guangdong and Zhejiang.Hebei's tourism development needs to find a new model.On the other hand, low-carbon tourism starts to rise all over the world and becomes a new sustainable mode of tourism development.Our government is also actively advocating low-carbon tourism mode. The State Council's opinions on speeding up the Development of Tourism (No. 41) put forward clearly: "promote energy conservation and environmental protection."Implementation of tourism energy saving, water saving and emission reduction projects.Promote low-carbon tourism. "On the basis of the previous studies and the actual situation of tourism resources in Hebei Province, this paper uses some methods of regional economics, statistics and other disciplines to explore a road suitable for the development of low-carbon tourism in Hebei Province.The general framework of this article is as follows:First of all, a review of low-carbon tourism literature at home and abroad, respectively, described the current situation of low-carbon tourism research.Then, the author introduces the overall situation of tourism resources in Hebei Province, and uses Delphi method to determine the factors affecting the development of low-carbon tourism, and then classifies scenic spots.The next is a SWOT analysis of the development of low-carbon tourism in Hebei Province, SWOT analysis matrix, through the analysis matrix to find out the most competitive matrix combination of the development of low-carbon tourism in Hebei Province.Secondly, based on the analysis of the actual situation of Hebei Province, this paper gives some opinions on the specific mode of developing low-carbon tourism in Hebei Province, including two aspects: the driving force model of low-carbon tourism development and the design of low-carbon tourism development model.Finally, on the basis of the research and analysis of this paper, some policy suggestions are given from the government, regional resource integration, low-carbon concept propaganda, tourism talent training, low-carbon operation mechanism and so on.This paper consists of seven parts: foreword-related theory-present situation of Hebei tourism and classification evaluation of tourism resources-SWOT analysis-mode development-policy recommendations-summing up seven parts, combined with the new situation of low-carbon tourism development.This paper gives the policy suggestions of developing low-carbon tourism in Hebei Province in detail, hoping to provide reference for the strategic development of tourism in Hebei Province.
