【摘要】：改革开放以来，中国旅游业得到了快速发展，成为我国的新兴产业。众所周知，旅游业的生存和发展有赖于旅游资源这一根本基础。但是，目前我国很多地区对于旅游资源的开发仍处于初级阶段，一方面，旅游资源的开发缺乏规划性和整体性，另一方面，对于旅游资源的保护力度欠缺。承德以“紫塞明珠”的美称而闻名天下，是著名的旅游胜地，有着丰富而独特的旅游资源。承德市十分注重旅游业的发展，极力发挥旅游业在推动社会经济发展中的要用，近年来先后落成的“休闲城”、“休闲谷”、“休闲川”等极具北方旅游特色的景区，既带动了周边旅游市场的的发展，同时有，开发周边地市的旅游客源市场，为更多的社会人员提供就业岗位。受承德旅游资源开发利用水平及财政投入力度等多重因素制约,承德旅游资源在开发利用方面尚有待提高。为此，本文以河北省承德市作为研究对象，在研究国内外研究现状的基础上，主要通过对承德旅游资源的细致了解，分析其开发利用的现状，结合其在开发过程中存在的问题，如：旅游功能不全，旅游产业关联不足，产业要素不完善，旅游服务体系不健全，旅游产品结构单一，项目建设力度不够等，并提出了合理的开发对策，即：遵循科学的旅游资源开发原则，，实施分区开发策略，推进旅游产品的开发和升级，加大旅游市场开发策划宣传力度等，以期对承德的旅游资源开发有所裨益。
[Abstract]:Since the reform and opening up, China's tourism industry has developed rapidly and become a new industry in China.As we all know, the survival and development of tourism depends on the fundamental basis of tourism resources.However, at present, the development of tourism resources in many areas of China is still in the primary stage. On the one hand, the development of tourism resources lacks planning and integrity, on the other hand, the protection of tourism resources is insufficient.Chengde is famous all over the world as a famous tourist resort with rich and unique tourist resources.Chengde City attaches great importance to the development of tourism, exerting great efforts to give full play to the use of tourism in promoting social and economic development. In recent years, "leisure city", "leisure valley", "leisure river" and other scenic spots with the characteristics of northern tourism have been completed successively.It not only promotes the development of the surrounding tourism market, but also develops the tourist market in the surrounding cities, providing more social workers with jobs.Restricted by many factors, such as the level of development and utilization of tourism resources in Chengde and the intensity of financial investment, the exploitation and utilization of tourism resources in Chengde still need to be improved.Therefore, this paper takes Chengde City of Hebei Province as the research object, on the basis of studying the current situation of domestic and international research, mainly through the careful understanding of Chengde tourism resources, analyzes the present situation of its development and utilization, and combines the problems existing in the process of development.For example, the function of tourism is not complete, the connection of tourism industry is insufficient, the elements of industry are not perfect, the system of tourism service is not perfect, the structure of tourism products is single, the construction of project is not enough, and the reasonable development countermeasures are put forward.That is, follow the scientific principles of tourism resources development, implement the strategy of regional development, promote the development and upgrading of tourism products, increase the intensity of tourism market development planning and publicity, and so on, in order to benefit Chengde's tourism resources development.
