关于四川民族地区建设“西部旅游发展高地”的战略思考

【摘要】：四川民族地区结合打造"西部旅游经济发展高地"的总体目标,通过架构组织领导体系、制定扶持政策、加快基础设施建设等针对性强的步骤措施,初步实现了旅游产业的大发展和快发展;在推进落实过程中,他们面临着设施建设相对滞后、产业发展不均衡以及产业发展层次较低等症结问题,深度剖析产生问题的症结原因既有思想的也有体制机制的,不一而论;适应打造西部旅游经济发展高地的目标定位,必须把推进软硬件基础设施建设、架构多元化的旅游产品体系和积极筹集旅游发展资金等作为工作重点,以此全面提升四川民族地区旅游产业的质量水平。
[Abstract]:With the overall goal of creating a "highland for the development of the western tourism economy" in Sichuan ethnic minority areas, through structuring the organizational leadership system, formulating supporting policies, speeding up the construction of infrastructure, and other targeted measures, They have initially realized the great development and rapid development of the tourism industry. In the process of promoting the implementation, they are faced with the crux of the problems such as the relative lag in the construction of facilities, the imbalance in industrial development and the low level of industrial development. To analyze in depth the crux of the problem, there are both ideological and institutional mechanisms. In order to adapt to the goal of building a highland for the development of the western tourism economy, it is necessary to promote the construction of hardware and software infrastructure. In order to improve the quality of tourism industry in Sichuan ethnic minority areas, it is important to set up a diversified tourism product system and actively raise funds for tourism development.
