新休假制度背景下的中国旅游业发展研究

【摘要】：新中国成立以来,我国休假制度经历了政治化的休假制度、加速改革的休假制度、“黄金周”休假制度和新休假制度四个阶段的变化,其中“黄金周”休假制度对促进我国经济发展有巨大作用,但其负面影响也愈演愈烈。为了改善这种情况,2008年我国开始实行新休假制度,形成了春节、“十一”两个“黄金周”,元旦、清明、“五一”、端午、中秋五个小长假的格局。新的休假模式对我国旅游业发展产生了深远的影响。首先,居民出游特征具体表现为出游力增强、出游时间选择更为多样、中短线游增加、个性化出游动机明显和自助游比重增多等。其次,旅游企业的经营方面,旅行社呈现“十一”“黄金周”压力增大、短线旅游升温、企业利润下降与旅行社经营困难等特征;星级酒店业不断优化升级,经济型酒店逐渐全国布局,餐饮和其他收入在营业收入中发挥重要作用。第三,对于旅游景区来说,有利于资源和环境的保护、休闲度假景区的发展和用工集约化、人员专业化模式的深入。面对以上三个方面的新特征,一方面国家应该进行休假制度的调整优化,创新休假时间和休假集中度,大力推广带薪休假制度;另一方面旅游业应该优化调整旅游产品结构、强化旅游酒店资源整合力度、创新旅游景区产品与服务和增强城市旅游接待功能来更好的适应新休假制度。
[Abstract]:Since the founding of the people's Republic of China, China's vacation system has undergone changes in four stages: the political vacation system, the accelerated reform of the vacation system, the "golden week" vacation system and the new vacation system. The "Golden week" vacation system plays a great role in promoting the economic development of our country, but its negative effect is becoming more and more serious. In order to improve this situation, in 2008 our country began to implement the new vacation system, formed the Spring Festival, "11" two "golden weeks", New Year's Day, Qingming, "May Day", Dragon Boat Festival, Mid-Autumn Festival five small long vacation pattern. The new vacation mode has had a profound impact on the development of tourism industry in China. First of all, the characteristics of residents' travel are as follows: the ability to travel is enhanced, the choice of travel time is more diverse, the number of medium and short term travel is increased, the motivation of individual travel is obvious and the proportion of self-help tour is increasing. Secondly, with regard to the management of tourism enterprises, travel agencies are characterized by increased pressure on "11" Golden week ", short-term tourism heating up, enterprise profits declining and travel agencies' operating difficulties, etc. The star-rated hotel industry is continuously optimized and upgraded. Economy hotel gradually national layout, catering and other income in the revenue plays an important role. Thirdly, it is beneficial to the protection of resources and environment, the development of leisure resort and intensive employment, and the deepening of the mode of personnel specialization. In the face of the new features of the above three aspects, on the one hand, the state should adjust and optimize the leave system, innovate the vacation time and leave concentration, and vigorously promote the paid vacation system; on the other hand, the tourism industry should optimize and adjust the tourism product structure. We should strengthen the integration of tourist hotel resources, innovate the products and services of tourist attractions and enhance the functions of urban tourism reception to better adapt to the new vacation system.
