海南国际旅游岛融资模式研究

【摘要】：2009年12月31日,国务院发表了《关于推进海南国际旅游岛建设发展的若干意见》,海南国际旅游岛的建设已经上升为国家战略。根据此《意见》,把海南国际旅游岛的建设规划确定为我国旅游业创新发展的试验田、成为世界上海岛休闲度假首选的旅游目的地、我国生态文明的建设示范区、国际上经济与合作文化信息交流的平台、南海地区资源开发与服务基地、现代热带农业生产基地。到2020年,海南省将逐步建成世界上休闲度假的一流旅游胜地,旅游业占海南地区生产总值将上升到12%,第三产业占海南生产总值将上升到60%以上,争取全省人民生活质量、收入、人均GDP在我国的一流水平。充分发挥海南省是我国的热带岛屿和经济特区资源环境优势,把海南建设成为在国际上有影响力的旅游目的地,以此来提升我国的旅游业地位和带动我国在国际上的知名度有重要的意义。旅游业融资瓶颈对我国旅游业的发展起到了一定的抑制作用,在国家的宏观战略指导下,海南岛的发展建设过程中融资渠道受到了瓶颈式制约。本文在借鉴了新加坡、夏威夷、马尔代夫等国际上一流旅游岛的建设经验,并结合海南省的现状与存在的问题,找出适合其自身的融资模式,为加快海南国际旅游岛的建设提供可行的参考。本文首先介绍了国务院对海南国际旅游岛的建设规划和政策支持,分析其地域、资源和战略目的；其次,分析国际上成功的旅游胜地,找出与其异同,取其精华。第三,主要是分析海南融资现状和存在的问题。最后,在此背景下将扩宽融资渠道,增加其建设资金来源,把海南岛早日建成国际旅游岛。
[Abstract]:On December 31, 2009, the State Council issued some opinions on promoting the construction and development of Hainan International Tourism Island, and the construction of Hainan International Tourism Island has become a national strategy. According to this opinion, the construction plan of Hainan International Tourism Island is determined as the experimental field for the innovation and development of tourism in China, and it becomes the first choice tourist destination for leisure vacation of Shanghai Island in the world, and the demonstration area for the construction of ecological civilization in China. The international economic and cooperative cultural information exchange platform, the South China Sea region resources development and service base, the modern tropical agriculture production base. By 2020, Hainan Province will gradually build up a first-class tourist resort for leisure and vacation in the world. Tourism will account for 12 percent of Hainan's GDP and the tertiary industry will account for more than 60 percent of Hainan's gross domestic product, so as to strive for the quality of life and income of the people of the whole province. The bottleneck of tourism financing has restrained the development of tourism in China to a certain extent. Under the guidance of the national macro strategy, the financing channel of Hainan Island has been restricted by the bottleneck in the process of development and construction. Based on the experience of Singapore, Hawaii, Maldives and other international first-class tourist island construction, and combining with the present situation and existing problems of Hainan Province, this paper finds out the appropriate financing mode for itself. To speed up the construction of Hainan International Tourism Island to provide a feasible reference. This paper first introduces the State Council's plan and policy support for the construction of Hainan International Tourism Island, analyzes its region, resources and strategic objectives; secondly, analyzes the international successful tourist attractions, finds out the similarities and differences with them, and takes the essence of them. Third, the main analysis of Hainan financing status and existing problems. Finally, in this context, the financing channels will be broadened, the construction funds will be increased, and Hainan Island will be built into an international tourism island at an early date.
