长沙市低碳生态旅游发展评价体系构建

【摘要】：低碳生态旅游是在全球低碳经济发展背景下产生的一种新的旅游方式。长沙的旅游发展以“山水洲城”为景观格局的城市旅游,随着“两型社会”建设的深入,长沙市于2010年启动了低碳经济示范城市建设,并在大河西先导区进行先行试点。将大长沙旅游板块列为湖南省首个低碳旅游示范区,省旅游局计划在示范区内进行旅游专项改革,探索旅游资源一体化管理模式。建立低碳生态旅游发展评价体系,对于促进长沙市旅游资源的可持续利用,引导低碳生态旅游的健康发展,具有重要的意义。本文在明确低碳生态旅游的概念和内涵的基础上,参考国内外生态旅游、低碳旅游建模评价的思路和方法,提出了低碳生态旅游发展评价指标体系的构建原则,借助生态学的DSR模型,采用层次分析法构建了低碳生态旅游发展评价体系。该指标体系包括了四个层次,共26项指标。然后运用该指标体系对长沙市低碳生态旅游发展情况进行实证分析,目前长沙市低碳生态旅游发展综合评分指标为0.5280,处于中高碳阶段,低碳生态旅游水平还偏低,需要加大发展力度。在实证分析部分,本文研究了长沙市旅游发展现状,分析了长沙市旅游资源、旅游业发展现状以及发展低碳生态旅游存在的问题。本文还利用旅游生态足迹的方法来定量分析长沙市旅游业生态发展的现状,得出2010年长沙市人均旅游生态足迹为126.247hm2。本文还探讨了低碳生态旅游的发展模式框架,并从从政府主导、旅游企业运营模式及技术创新、构建低碳生态旅游示范景区、旅游者生态旅游实践四个方面对长沙市发展低碳生态旅游提出了具体的对策,希望为长沙旅游业发展低碳生态提供具体技术指导。
[Abstract]:Low-carbon ecotourism is a new type of tourism under the background of global low-carbon economy development. The tourism development of Changsha is based on the landscape pattern of "landscape city". With the development of "two-type society", Changsha started the construction of low-carbon economy demonstration city in 2010, and carried out pilot project in the pilot area of Dahe west. The tourism plate of Great Changsha is listed as the first low-carbon tourism demonstration area in Hunan Province. The provincial tourism bureau plans to carry out special tourism reform in the demonstration area to explore the integrated management mode of tourism resources. It is of great significance to establish the evaluation system of low-carbon ecotourism development for promoting the sustainable utilization of tourism resources and guiding the healthy development of low-carbon ecotourism. On the basis of defining the concept and connotation of low-carbon ecotourism and referring to the ideas and methods of modeling and evaluation of low-carbon ecotourism at home and abroad, this paper puts forward the construction principles of the evaluation index system for low-carbon ecotourism development. Based on the DSR model of ecology, the evaluation system of low carbon ecotourism development was constructed by AHP. The index system includes four levels, a total of 26 indicators. Then using the index system to analyze the development of low-carbon ecotourism in Changsha. The comprehensive score index of low-carbon ecotourism development in Changsha is 0.5280, which is in the middle and high carbon stage, and the level of low-carbon ecotourism is still low. Greater development is needed. In the part of empirical analysis, this paper studies the present situation of tourism development in Changsha, analyzes the tourism resources, tourism development and the problems of developing low-carbon ecotourism in Changsha. This paper also uses the method of tourism ecological footprint to quantitatively analyze the present situation of tourism ecological development in Changsha, and draws the conclusion that the per capita tourism ecological footprint of Changsha in 2010 is 126.247 hm2. This paper also discusses the development model framework of low-carbon ecotourism, and constructs the demonstration scenic spot of low-carbon ecotourism from the perspective of government leading, tourism enterprise operation mode and technological innovation. Four aspects of tourist eco-tourism practice put forward specific countermeasures for the development of low-carbon eco-tourism in Changsha, hoping to provide specific technical guidance for the development of low-carbon eco-tourism in Changsha.
