中日韩博物馆政策环境与博物馆发展的初步检视

【摘要】：近50年来,同属东亚的日本、韩国和中国都相继出台了一系列博物馆法规和政策,这既是本国社会经济文化发展使然,也是博物馆领域推动的结果。三国的博物馆都曾经历(或正在经历)数量膨胀期和管理转型期。借鉴于日韩两国博物馆的发展变化,中国须着手制定专门的《博物馆法》;支持博物馆走多样化的发展道路;打破政府部门界限制定博物馆发展战略;政府主导的博物馆改革要尊重博物馆的根本属性;要从政策引导上鼓励博物馆灵活应对经济形势变化带来的消极影响。
[Abstract]:In the past 50 years, Japan, South Korea and China, which belong to East Asia, have issued a series of museum laws and policies one after another, which is not only the result of the development of national social economy and culture, but also the result of the museum field. Museums in the three countries have experienced (or are experiencing) periods of expansion and management transition. Drawing lessons from the development of museums in Japan and South Korea, China has to work out a special Museum Law, support museums to take a diversified development path, break the boundaries of government departments and formulate a museum development strategy. The government-led museum reform should respect the fundamental attributes of the museum and encourage the museum to deal with the negative effects brought by the change of the economic situation from the policy guidance.
