淮南八公山旅游业可持续发展战略对策研究

【摘要】:旅游业成为当今世界上发展最快的朝阳产业,是构成当今社会经济的重要产业。旅游是人们前往其正常工作和居住地以外目的地的暂时移动,在那些目的地逗留期间所参加的各种活动,以及为迎合他们的需求所创建的设施和服务。旅游是一种自愿的活动。随着目前经济发展,休闲时间增加、收入增长,以及各种交通网络的完善和快捷,使得人们不再满足于吃喝住行的基本物质要求,开始追求精神层面的享受,增加了对旅游产品的需求。越来越多的人希望参与个性化、多样化和特色化旅游活动,通过旅行来放松身心、寻求乐趣,提高生活质量和幸福指数。 改革开放以来,中国形成了具有中国特色的社会主义市场经济,生产力得到极大发展,国民生产总值多年来持续两位数的高增长,旅游业作为第三产业的支柱产业,也得到迅猛发展,国内旅游业如雨后春笋发展起来。旅游业的发展,还带动了相关产业的发展,据统计,旅游业关联我国国民经济的109个产业、行业和39个部门。据世界旅游组织测算,旅游收入每增加1元,可带动相关行业增收4.3元,可谓“一业兴、百业旺”。我国经济的发展,对八公山发展旅游业既带来了机遇也带来了挑战。 旅游可持续发展是从可持续发展概念中引申出来的旅游业发展的原则,是一种重要的发展理念。在旅游市场需求日益旺盛和旅游消费升级两驱动的影响下,一些旅游景区急功近利,目光短浅,开发和挖掘旅游资源造成生态不可重生的毁坏,旅游产品同质化现象严重,恶性竞争,导致旅游业发展的无序和紊乱。旅游业带来的环境问题打破了“无烟产业”的神话,可持续发展旅游业迫在眉睫,在区域旅游开发和规划中至关重要,它关系到旅游业发展的全局性和战略性问题,对八公山旅游业的可持续发展进行研究非常具有现实意义。 基于上述研究背景和目的,论文对淮南八公山旅游业的发展现状与资源优势进行了梳理和剖析,指出八公山发展旅游业的独特优势与区域特色,八公山旅游业必须要走可持续发展的道路。提出了八公山区旅游业的可持续发展分“三步走”的战略目标,第一阶段的奋斗目标,即成为淮南市人民的后花园和在省内有影响的景区,现在已基本实现;目前正向中远期目标迈进,即中期目标把八公山打造成皖北最佳旅游目的地和旅游中心,远期建成为国内一流的旅游目的地的战略目标。对于八公山旅游业实现可持续发展的可行性,论文主要从八公山旅游业可持续发展的景区旅游资源评价与分级、旅游资源容量估算、基于游客体验的市场调查分析、政策支持及淮南融入合肥经济圈的战略机遇等方面进行了分析。但与此同时,八公山区旅游业的可持续发展也面临着一系列的制约因素,如资源整合困境,经济产业与旅游产业的矛盾等等。论文最后结合八公山旅游业发展战略规划,针对其发展中存在的制约因素和可持续发展的有利条件,提出了八公山区旅游业应从五个方面入手实现可持续发展。即打破行政区划限制,实现景区整体与局部旅游资源优化整合;加强文化创意,深度融合文化旅游发展;加强生态保护,重建“八公山仙境”;合理规划旅游商品发展,塑造绿色旅游形象;以申报国家5A级景区为目标和抓手,全面提升景区经营管理档次。发挥比较优势,实现旅游业的健康、稳定与可持续发展。这些对策的提出可为八公山区进行旅游战略规划和管理时提供参考借鉴。
