【摘要】：安徽省作为我国农业大省,随着近几年国家加大新型农业经营体系的建设,安徽省也在积极推广并发展新型经营主体。由于处在农业经营产中的农业生产条件及技术环境大致相同,因此决定安徽省农业经营主体绩效的是产前经营准备与产后市场连接,而高效的产权结构能够有效的对这两个过程进行制度规范和激励,不仅能有效分配组织内部资源和收益,还能使外部风险与不足内在明晰化。因此研究安徽省农业经营组织产权结构效率有很深刻的意义。虽然科斯认为投入产出比是判断组织产权效率高低的主要标准,但在农业行业,由于产权结构的成本在规格化与精细化计量中较为困难,因此对于农业经营组织产权结构效率判定较为困难。同时农业经营组织的产权结构会因内、外环境因素的不同,而呈现不同环境适应性的结构效率,由此单纯从表象及主观理论分析中是难以判断产权结构效益高低的。本文通过运用理论分析法、比较分析法、定量分析与定性分析相结合的研究方法,以产权结构内激励与监督机制为效率的评判标准。通过对组织产权的灵活转让、产权资源的有效分配、产权收益的足够激励与产权约束的合理排他四个结构的分析,首先对安徽省代表性产权组织进行产权结构效率剖析,总结出家庭农场产权激励机制较好,农业合作社资源分配结构较好,农业企业收益激励与产权转让较好；其次,在理论分析基础上对理论结果进行小范围的实证验证与影响因素考究,考虑到产权结构效率的抽象性,分别从产权四结构及产权体的效率环境中建立结构指标及产权效率整体影响指标的间接变量,以间接变量表达的方式建立产权结构效率的评定模型,并得出家庭农场、农业合作社、农业企业的产权各结构模块的优劣排序；最后综合总结理论分析与实证结果,得出各产权主体内的激励与监督机制的优劣,总结不同产权体的激励与监督机制效率的实现情况,并进一步推理出各新型农业经营主体产权结构效率的相关结论。

So the research of Anhui Province Agricultural management organization structure of property rights efficiency has a profound meaning. Although Kos thinks the input-output is the main standard to judge the efficiency of property rights, but in the agricultural industry, the structure of property rights in the cost of standard and fine measurement is trapped Difficult, so for the organization of agricultural management is difficult to determine the structure of property rights efficiency. At the same time, the structure of property rights of the agricultural operation organizations for internal, external environment factors, and presents the structure efficiency of different environmental adaptability, the simple representation and analysis from the subjective theory is difficult to judge the benefit level of property right structure. In this paper, using theory analysis method, comparative analysis, research methods of quantitative analysis and qualitative analysis, the structure of property rights in the incentive and supervision mechanism for the efficiency evaluation standard. Through the flexible transfer of property organization, effective allocation of resources property rights, reasonable layout analysis of his four structure enough incentive and constraint of property rights property income, first of all the representative of Anhui Province Property Organization of property rights structure efficiency analysis, summed up the incentive mechanism of family farm property is good, the agricultural cooperative resource allocation of agricultural structure is better. Transfer income and property rights incentive enterprises better; secondly, in the theoretical analysis and the influence factors of the empirical validation on the basis of the theoretical results in small scale research, taking into account the abstract structure of property rights efficiency, indirect variables to establish the structure index and efficiency index of the overall impact of property right efficiency of environmental property rights four respectively from the structure and property of the body. Evaluation model of indirect variable expression method to establish the structure of property rights efficiency, and the family farm, agricultural cooperatives, agricultural enterprises rank property of the modules; finally, a comprehensive summary of theoretical analysis and empirical results, the mechanism of incentive and supervision of all property rights in the advantages and disadvantages of the implementation efficiency of incentive and supervision mechanism of different summary the body of property rights, and further deduce the relevant conclusions of the new agricultural business entities, the structure of property rights efficiency.
