越南农业国际化问题研究

【摘要】：在当前经济全球化的背景下,各国经济往来日益密切,各产业间的合作与交流也逐步加深。农业作为三大产业之一,也开始走向国际化。越南是一个传统的农业国家,农业是其国民经济发展的基础。随着越南农业的发展,其农业国际化程度也在不断地加深。越南农业的国际化进程有其独特性,越南农业的国际化对周边国家的农业发展,甚至对全球的农业经济发展都有很重要的影响。本文以“农业国际化”为研究视角,通过对越南农业从建国后至今的发展情况进行梳理,对越南农业国际化的途径和动因进行探讨,总结越南农业国际化发展所取得的成效,同时对越南农业国际化发展的有利条件以及存在的问题进行讨论,最后对越南今后农业国际化发展的前景进行展望。越南进行的农业国际化的途径主要依靠政府政策法规的规范和调整,加大农产品出口贸易,积极吸引外商直接投资,采用农产品国际标准等手段。越南农业的国际化受到国际和国内环境的共同作用。虽然近几年越南农业发展取得了一定的成效,但在一些方面仍然存在不少问题,例如越南农业在发展过程中显现出的贸易结构不合理、农业配套设施和农业技术落后、“绿色壁垒”、以及农产品对外依存度过高等,这些问题都是越南本国在实现农业国际化的过程中需要解决的。面对越来越复杂的国际经济环境,越南积极调整农业法律政策,扩大与国际组织以及国家之间的农业交流和往来,重视科技在农业中的应用,调整国内农产品贸易结构和流通环节的问题,为越南今后农业国际化的进一步发展创造了有利环境。
[Abstract]:With the development of Vietnamese agriculture , the internationalization of agriculture is the foundation for the development of its national economy . With the development of Vietnamese agriculture , the internationalization of agriculture in Vietnam has been deepening . With the development of Vietnamese agriculture , the internationalization of Vietnamese agriculture has its unique characteristics , and the internationalization of Vietnamese agriculture has an important influence on the agricultural development of the surrounding countries and even global agricultural economic development . From the perspective of " internationalization of agriculture " , this paper discusses the ways and causes of the internationalization of Vietnam ' s agriculture by combing the development of Vietnamese agriculture from the post - construction period to the present day , and summarizes the achievements of the development of agricultural internationalization in Vietnam . At the same time , it discusses the advantages and problems existing in the international development of Vietnam ' s agriculture . Finally , the prospect of the future development of agricultural internationalization in Vietnam is forecasted . The agricultural internationalization of Vietnam is mainly dependent on the regulation and adjustment of government policies and regulations , the increase of export trade of agricultural products , the positive attraction of foreign direct investment and the adoption of international standards for agricultural products .
