枣庄市农村土地流转模式研究

【摘要】：土地是民生之本、发展之基,要想实现国家的平稳快速发展,必须重视国家土地资源的利用与保护,尤其要重视农村土地产权制度改革。20世纪90年代以来,我国农业产业化经营和现代农业快速发展,农村土地承包经营权流转逐渐成为加速和扩大农村土地规模经营的基本渠道,成为坚持和完善家庭承包经营基本农地制度的主要内容,成为影响和推动农村经济发展方式转变的重要举措。本研究采用查阅文献资料、实地考察与发放问卷调查相结合、定性定量相结合、系统分析、动态分析等方法,以山东省枣庄市为例,在分析枣庄市农村土地流转现状及制约因素后,着重分析枣庄市农村土地流转的典范“滕州模式”的土地流转制度改革和创新的特点,通过“滕州模式”的典例来彰显枣庄市农村土地流转的成效,从而进一步得出枣庄市农村土地流转存在的问题以及完善措施。通过总结完善,促进枣庄市的农村土地承包经营权的健康有序流转。本文的主要研究成果如下:(1)总结具有枣庄特色的农村土地流转体制,包括:“三位一体”的改革机制、创立推进和规范改革八项制度和四项机制、金融机构的改革、成立全国首家农村土地资产评估事务所和经工商注册的土地合作社等。(2)通过分析枣庄特色的农村土地流转改革机制,总结出改革中存在问题及制约因素,主要的问题有:流转程序不规范、农村土地融资制度不完善、出现“非粮化”、“非农化”情况等。(3)分析枣庄市农村土地流转典范“滕州模式”的基本情况:搭建滕州市农村土地流转市场的平台载体、创建滕州市农村土地流转制度的六项运行机制、提出滕州市农村土地流转的“四项原则”。总结“滕州模式”取得的成效。(4)提出枣庄市农村土地流转在具体实践过程中存在的不足,从而得出完善措施:推进农村土地改革,做好农村土地确权登记工作,改革农村金融市场机制、创新农村金融产品,农村土地流转制度改革需要与农村社会保障制度建设相结合,农村土地流转制度改革需要政府的积极引导与调控,积极培育规范化的农村土地流转市场等。
[Abstract]:Land is the foundation of people's livelihood and development. In order to realize the steady and rapid development of the country, we must attach importance to the use and protection of national land resources. Special attention should be paid to the reform of the rural land property right system since 90s, the industrialization of agriculture and the rapid development of modern agriculture in China. The transfer of rural land contractual management right has gradually become the basic channel to accelerate and expand the scale management of rural land, and become the main content of insisting and perfecting the basic farmland system of household contract management. As an important measure to influence and promote the transformation of rural economic development, this study adopts the combination of literature review, field investigation and questionnaire survey, qualitative and quantitative analysis, and systematic analysis. Dynamic analysis and other methods, taking Zaozhuang City, Shandong Province as an example, after analyzing the current situation and constraints of rural land circulation in Zaozhuang City. Focus on the analysis of Zaozhuang rural land transfer model "Tengzhou mode" of land transfer system reform and innovation characteristics, through the "Tengzhou model" examples to demonstrate the effectiveness of rural land transfer in Zaozhuang. In order to further draw the Zaozhuang City rural land circulation problems and improvement measures. The main research results of this paper are as follows: 1) summarize the rural land transfer system with Zaozhuang characteristics. It includes: the "trinity" reform mechanism, the establishment and standardization of the reform of the eight systems and four mechanisms, and the reform of financial institutions. The establishment of the first rural land asset appraisal firm and land cooperatives registered by industry and commerce, etc.) through the analysis of Zaozhuang characteristics of rural land circulation reform mechanism, summed up the problems and constraints in the reform. The main problems are: the circulation procedure is not standardized, the rural land financing system is not perfect, and "non-grain" appears. This paper analyzes the basic situation of "Tengzhou Model" of rural land circulation model in Zaozhuang City: setting up the platform carrier of rural land transfer market in Tengzhou City. To establish six operational mechanisms of the rural land circulation system in Tengzhou. Put forward the "four principles" of the transfer of rural land in Tengzhou. Summarize the results of "Tengzhou model". 4) put forward the shortcomings of the rural land circulation in Zaozhuang city in the concrete practice process. So we can get the perfect measures: to promote the rural land reform, to do a good job in the registration of rural land rights, to reform the rural financial market mechanism, and to innovate rural financial products. The reform of rural land circulation system needs to be combined with the construction of rural social security system. The reform of rural land circulation system needs the active guidance and regulation of the government and the cultivation of standardized rural land circulation market.
