【摘要】：精准扶贫作为我国全面建成小康社会的重要举措,备受社会各界的关注,尤其是各级政府把主要精力都投入到精准扶贫上,大大推进了我国的脱贫攻坚进度。但在精准扶贫的实际工作中,由于贫困人口存在思想观念、政治素养、文化素质、技术水平等方面的欠缺,与政府主导的精准扶贫工作配合中存在不够协调的现象,致使精准扶贫出现了一些落实不够到位的问题,难以实现从根本上脱贫的目标。分析精准扶贫工作中存在的所有问题的根源,可以归结为贫困人口素质问题,如何提高贫困地区的人口素质是我国当前精准扶贫的关键,而能够提高贫困人口素质的有效手段就是教育,所以教育是精准扶贫的瓶颈,发展教育是消除贫困的根本措施。本文总共是三个部分,第一部分是对我国目前精准扶贫现状进行了分析,从精准扶贫方案提出的背景和意义入手,总结了精准扶贫已经取得的成绩,找出精准扶贫还存在的问题和瓶颈,引出本文的主题,即教育是精准扶贫的关键。第二部分论述了教育对精准扶贫的影响及作用,把我国贫困人口的受教育现状作为切入点,分析了教育在精准扶贫中的地位和作用,指出当前精准扶贫在教育方面存在的问题。第三部分初步探讨了精准扶贫中如何进一步发展教育的一些具体措施,一是改善贫困地区的教育环境,二是协调教育扶贫过程中政府主导作用与帮扶对象主体作用之间的关系,三是完善精准扶贫中对教育的监管机制,其中提出的三个建设性措施探讨不够充足,有一定的局限性,希望能起个抛砖引玉的作用。
[Abstract]:The precise poverty as China's comprehensive well-off society into an important initiative, has attracted attention from all walks of life, especially for the government at all levels to focus into the precise poverty, greatly promoting China's poverty alleviation progress. But in the actual work of the precise poverty, because poverty has ideas, political literacy, culture the lack of quality, technical level and other aspects, there is not enough coordination phenomenon with precise poverty alleviation and led by the government, resulting in precise poverty appeared some implementation issues not in place, it is difficult to achieve the goal of poverty fundamentally. Analysis of the precise poverty root of all the problems existing in the work, can be attributed to the poor quality of the population problem how to improve the poor areas, population quality is the key to China's current poverty alleviation accurate, and effective way to improve the quality of education is poor, so teach Education is the bottleneck of the development of education is the precise poverty, the fundamental measures to eliminate poverty. This is a total of three parts, the first part is on China's current poverty alleviation precise analysis of the current situation, starting from the background and significance of the precise poverty alleviation plan proposed, summed up the precise poverty had obtained achievements, problems and bottlenecks to find precise poverty still, leads to the subject of this paper that education is the key to accurate poverty alleviation. The second part discusses the impact of education on the precise poverty alleviation and the role of the impoverished population of our country's education status as a starting point, analyzes the teaching status and role of education in poverty alleviation precise, pointed out that the current existence of precise poverty in education the problem. The third part discussed some concrete measures to further the development of education is a precise poverty in the poor areas to improve the educational environment, the two is to coordinate the education process to help the poor The relationship between the leading role of government and the role of the main body is three. The second is to improve the regulatory mechanism of education in the precise poverty alleviation. The three constructive measures proposed are not enough, and there are certain limitations, hoping to play a role in attracting education.
