【摘要】：党的十八大报告提出“健全现代金融体系”,多维度的构建和谐的农村金融环境,合理引导农村资金回流,为农村金融发展提供新的动力与方向。农村金融发展历来得到国家的重视:2013年中央“一号文件”明确指出发展农村金融体系创新,合理优化农村金融市场,推动农村金融好快发展;2014年中央“一号文件”着重强调从强化金融机构服务“三农”职责、发展新型农村合作金融组织和加大农业保险支持力度支持农村经济增长;2015年年中央“一号文件”特别指出深化农村金融改革创新要主动适应农村实际、农业特点、农民需求,同时完善对新型农业经营主体的金融服务和强化农村普惠金融。可见,农村金融作为提高农村经济社会和谐程度的重要手段,是推动现代农业发展的保障机制,它的研究意义重大。本研究从实际情况出发,利用定性与定量相结合的分析方法,探究二者的辨证关系。首先探究农村地区金融、农村地区经济增长的基本内涵,设计理论平台;从需求与供给角度入手分析黑龙江省农村金融发展的现状,从经济总量、经济结构、基础设施、农民收入入手分析黑龙江省农村经济增长的现状;选取黑龙江省1990-2012年年度统计数据,运用协整检验、格兰杰因果检验、VAR模型探究黑龙江省农村金融与农村经济增长的辨证关系,研究显示:二者存在长期均衡发展关系,且农村金融规模、农村金融效率以及农村金融结构的正向冲击有利于改善现有自身条件;农村金融的结构与实际规模对农村地区经济发展具有较强的促进作用,任何单一因素均不存在格兰杰因果关系。最后结合实证分析结果,提出促进农村金融与农村经济发展的建议对策。

Therefore, rural finance is an important means to improve the rural economy and the degree of social harmony, is the safeguard mechanism for promoting the development of modern agriculture, it is the important research significance. In this study, starting from the actual situation, analysis by means of qualitative and quantitative methods, explore the dialectical relationship between the two. First explores the rural financial basic. The connotation of economic growth in rural areas, the design theory platform; from the perspective of supply and demand analysis of the current situation of rural financial development in Heilongjiang Province, from the total economy, economic structure, infrastructure, analysis of the current situation of rural economic growth in Heilongjiang province with the income of the farmers; taking the annual 1990-2012 in Heilongjiang province statistical data, using cointegration test, Grainger test test research shows the dialectical relationship between Heilongjiang Province, explore the rural finance and rural economic growth VAR model: two there is a long-term equilibrium development The Department, and the rural financial scale, the positive impact of rural financial efficiency and rural financial structure to improve its existing conditions; structure of rural finance and the real size has a strong role in promoting economic development in rural areas, there are not any single factor Grainger causality. Finally, combined with the results of empirical analysis, put forward countermeasures to promote rural finance with the development of rural economy.
