扶贫开发重点县政策的减贫效应评估——基于拟自然实验方法的分析

【摘要】：为了有效校正选择偏差问题,该文运用倾向得分匹配法(PSM)构造反事实,利用2005-2013年湖北县级层面的面板数据,在拟自然实验环境下识别出重点县认定标准和重点县政策对贫困减缓的处理效应。研究表明,扶贫开发重点县政策的减贫成效未如预期显著,一般描述性统计分析会高估政策实施的效应;进一步的机理检验表明,这主要归因于重点县这一战略安排未能有效推动区域经济增长,对缓解地区分化作用也不明显,甚至加剧了区域间的不合理竞争。建议完善扶贫开发政策体系,细化扶贫瞄准单元,以扩大精准扶贫时期扶贫政策的减贫成效。
[Abstract]:In order to correct the problem of selection deviation effectively, this paper uses the tendency score matching method to construct the counter fact, and uses the panel data of Hubei county level from 2005 to 2013. In the pseudo-natural experimental environment to identify the key county identification standards and key county policies on poverty alleviation effects. The research shows that poverty reduction effect of poverty alleviation and development key county policy is not as significant as expected. General descriptive statistical analysis overestimates the effect of policy implementation; Further mechanism tests show that this is mainly attributable to the key counties this strategic arrangement can not effectively promote regional economic growth and alleviate the role of regional differentiation is not obvious. It is suggested that the policy system of poverty alleviation and development should be improved and the target unit of poverty reduction should be refined in order to expand the poverty reduction effect of poverty reduction policies in the period of precision poverty alleviation.
