【摘要】：新时期我国农业"走出去"战略被赋予了丰富的内涵,支持政策也随之不断完善。政策在此过程中大致经历了四个发展阶段,呈现出结合国家战略更紧密、问题处理更有针对性、操作策略更成熟的趋势。根据政策演进过程,预期未来的政策将会结合国家的要求、企业的需求和东道国的诉求,形成包含核心层、融合层和形象层的三层体系结构:核心在于确保国家粮食安全;融合过程在于通过农业供给侧结构性改革,帮助农业企业实现降成本、补短板和提升竞争力,进而带动东道国提高生产能力和分享发展成果;形象层是通过落实国家"一带一路"战略,减少企业海外经营的制度风险,团结各国共同应对全球食物安全,树立起和平发展的大国形象。
[Abstract]:In the new period, the agriculture "going out" strategy of our country has been endowed with rich connotation, and the supporting policy has also been perfected. In this process, the policy has experienced four stages of development, showing a closer combination of the national strategy. According to the policy evolution process, it is expected that the future policy will be combined with the requirements of the country, the needs of the enterprise and the demands of the host country to form a core layer. Integration layer and image layer of the three-tier architecture: the core is to ensure national food security; The integration process lies in helping agricultural enterprises to achieve cost reduction, make up for weaknesses and enhance competitiveness through the structural reform on the supply side of agriculture, and then promote the host countries to enhance their productive capacity and share the fruits of development; Image layer is to implement the national "Belt and Road" strategy, reduce the institutional risk of enterprises operating overseas, unite countries to deal with global food security, and establish a peaceful development of the image of a large country.
