【摘要】:随着工业化、城市化进程的不断加快,更多的农村剩余劳动力被解放出来,做好农村剩余劳动力的转移,尤其是对农村青年剩余劳动力的转移,关系到我国社会主义和谐社会的建设和社会主义市场经济的不断发展。但就目前我国农村青年剩余劳动力自身特点来说,他们的转移面临着诸多困难,这部分农村剩余劳动力普遍存在数量大,文化素质和专业技能偏低的现象,要想实现对其有序的稳定的转移,就必须对其进行专业培训或文化素质提升。农村青年剩余劳动力的转移问题在少数民族地区显得尤为突出。实现好少数民族地区农村青年剩余劳动力的转移,是关系国家安全、社会稳定的重大课题,本文所选研究区域阿瓦提县是典型的少数民族地区之一,其少数民族居民数量高达全县总人口的数量,在社会主义的今天,对其农村青年剩余劳动力进行培训,既有利于实现家庭增收,又有利于提高地区人口的整体素质和维护社会稳定。首先,本文从人力资源培养的角度出发,在研究阿瓦提县农村青年剩余劳动力转移的现实背景、意义及国内外有关劳动力转移和劳动力培训资料的基础上,对该地区农村青年剩余劳动力培训的重要性有了详细的了解;其次,作对有关劳动力转移及劳动力培训的相关概念及相关基础理论,即人力资本理论、人力资源管理理论和人力资源开发理论进行了概要性讲述;在对相关理论进行了认真界定之后,开始了对研究区域内研究对象农村青年剩余劳动力培训的专项研究,对该地区劳动力培训的内容、方法、途径以及效果进行了深入研究。对该县农村青年剩余劳动力的培训进行认真总结,发现了该县农村青年剩余劳动力培训中存在的受训人员素质不高、培训体系不健全、培训形式和培训方法单一等问题,应提高培训人员自身素质,建立培训专项办公室,丰富培训形式和方法,降低各类成本等对策和建议。
[Abstract]:With the development of industrialization, city urbanization, rural surplus labor is more liberated, do the transfer of rural surplus labor force, especially on the transfer of rural surplus labor force of young, related to China's socialist harmonious society construction and the socialist market economic development. But the current China's rural youth labor itself the transfer characteristics, they are facing many difficulties, this part of the rural surplus labor exists in large quantity, low cultural quality and professional skills of the phenomenon, in order to achieve the orderly and stable transfer, must carry on the professional training or culture to enhance the quality. The transfer of rural surplus labor youth in minority areas it is particularly prominent. The transfer of rural surplus labor force of youth in the minority areas, the relationship between national security and social stability. A major issue, the selected research area of Awati county is one of the typical ethnic minority areas, the number of minority residents number up to the total population of the county, in socialism today, carries on the training of young rural surplus labor force, is conducive to the realization of family income, but also conducive to improving the overall quality of the population and maintaining society stable. First of all, this paper from the perspective of human resources training, background transfer in rural surplus labor force of Awati County Youth Foundation, significance and the domestic and foreign relevant labor and labor training data, a detailed understanding of the importance of rural youth training of rural surplus labor in the area; secondly, on the related concepts of labor transfer and labor training and relevant basic theories, namely the theory of human capital, the theory of human resource management and human resource management The author briefly described; after the careful definition of relevant theory, the special study of young rural surplus labor training in the study area began, the area of labor training content, method, way and effect were studied. The county rural youth labor force training to conscientiously sum up and found the county rural youth training of rural surplus labor in the training of personnel quality is not high, the training system is not perfect, the problem forms of training and training methods. The staff training should improve their own quality, the establishment of special training office, enrich the training forms and methods, reduce the cost of all kinds of countermeasures and suggestions.
