【摘要】：在城市化的进程中,农村人口和劳动力向城市转移,造成农地荒芜现象日益严重,现有的土地经营方式已经不能适应现有经济发展的需要。为使占我国总人口多数的农民生活水平提高,使全国经济进一步发展,解决好农村的土地问题至关重要。自十七大关注农村问题后,土地流转也在逐渐开展,但在不同的区域经济环境下,我国的土地流转仍然存在许多问题和不足,特别是随着城镇化的推进,十八届三中全会中也提出了保障农民权益和保障农户用地问题,要将农民的土地收入作为财产性收入,从而提高农民的生活水平。河西走廊作为古代丝绸之路的重要交通要塞以及经济要塞,如今在“一带一路”的战略发展中也开始重新发挥重要的作用。虽然政府出台了一系列的政策鼓励土地流转市场的发展,但因受到国情、政策、制度、发展条件和水平等各种因素的影响,河西走廊农村土地流转仍然是当前农村经济发展面临的一个难点和问题。本文主要在探讨国内外有关理论研究和实践经验基础上,对河西走廊五市的土地流转进行实地调研,以发现问题——提出问题——解决问题的思路对河西走廊土地流转问题进行研究,通过了解河西走廊农村经济的现状和未来发展趋势,找出制约河西走廊农村土地流转的问题,提出构建土地流转一体化市场、完善土地流转制度特别是集体产权制度、社会保障制度,调整农村产业结构、完善金融市场和保险体系的意见和建议,从而更好地提高农民的收入,保障农民权益,发展农村经济,为实现河西走廊的农业现代化、经济现代化以及城镇化建设奠定基础。

Focus on rural issues, land circulation is gradually carried out, but in different regional economic environment, China's land circulation there are still many problems and shortcomings, especially with the advance of urbanization, the third Plenary Session of the 18th CPC Central Committee is put forward to protect farmers' rights and protection of farmers' land, farmers will land as income property income, so as to improve the living standards of farmers. The Hexi Corridor as an important transportation hub of the ancient Silk Road and the economy to plug in now "To play an important role in strategic development also began to The Belt and Road" development. Although the government has introduced a series of policies to encourage the transfer of land market, but due to national conditions, policy, system, influence the development condition and the level of various factors such as the Hexi Corridor, the rural land circulation is still a difficult problem the development of rural economy. This paper mainly discusses the domestic and international relevant theoretical research and practical experience on the basis of the Hexi Corridor five city land transfer to conduct field research, to find the way to solve the problem, the problem was proposed to study the problems of the Hexi Corridor of land circulation, by understanding the current situation and future development of the rural economy in Hexi Corridor trend, find the restriction of Hexi Corridor of rural land circulation problems, proposed the construction land circulation market integration, improve the land transfer system is not set Property rights system, social security system, the adjustment of rural industrial structure, improve the financial market and the insurance system of opinions and suggestions, so as to better improve the income of farmers, safeguard the rights and interests of farmers, rural economic development, to realize the modernization of agriculture in Hexi Corridor, lay the foundation for economic modernization and urbanization.
