县级土地利用总体规划调整完善成果评价研究

【摘要】：浙江省各县(市、区)《土地利用总体规划(2006-2020年)》自实施以来,取得了良好成效,但也面临严峻挑战,迫切需要依据全国第二次土地调查成果和新的发展形势,调整完善各级土地利用总体规划。本文以浙江省内三个典型县级市(临安市、桐乡市、奉化市)为研究对象,首先评估原规划实施情况并分析其主要问题。其次结合原规划的问题和新的时代背景,提出规划调整完善应树立的新的编制理念与目标。为进一步评价其是否切实体现了编制理念的转变,从三个维度对规划调整完善前后方案进行比较,总结规划调整完善方案提出的创新性编制方法,从而得到对此次规划调整完善成果的综合评价,最后提出进一步优化途径和编制建议,为新一轮规划编制提供经验和参考。主要得到以下结论:(1)原规划实施评估结果显示其实施取得了一定成效,但也存在诸多问题,包括编制理念重建设轻保护、用地规模不合理、空间布局有待优化、节约集约实施效力不高四个方面。结合新的时代背景,规划调整完善应当树立新的编制理念的目标,即从保障型规划向保护型规划转变,从增量规划向存量规划转变,从指标规划向空间规划转变。(2)为进一步评价规划调整完善方案是否切实体现规划理念的转变,基于原规划存在的问题,选择从三个维度(用地结构和规模、空间布局和管制、土地节约集约利用)对规划调整完善方案与原规划方案进行对比分析。可看出规划调整完善方案针对原规划存在的问题有所改进,其规划成效主要体现在:编制理念更新,规划依据充分;指标切合实际,结构调整合理可行;规划重点突出,用地布局因地制宜;空间管制强化,规划刚性得以保障;多管齐下发力,节约集约效能体现。有效落实了新的规划理念。(3)尝试提出土地利用总体规划的编制建议及研究展望:提高公众参与度,保障公共利益最大化;细化国土空间分类分区,健全国土空间用途管制制度;完善规划动态管理机制,科学评估基础上有序修改。
[Abstract]:Since its implementation, every county (city, district) of Zhejiang Province has achieved good results, but also faced severe challenges. According to the results of the second national land survey and the new development situation, it is urgent to adjust and improve the overall planning of land use at all levels. This paper takes three typical county-level cities in Zhejiang Province (Linan City, Tongxiang City). Finally, it puts forward further optimization ways and recommendations.
