文山市现代烟草农业发展的研究与建议

【摘要】：烟草生产是我国农业的重要组成部分,发展现代烟草农业是国家烟草专卖局在面对行业改革与发展的新形势下提出的新任务和战略目标,现代烟草农业的发展方向,如何实现可持续发展,如何借鉴成熟先例的经验是新时期的研究重点。目前,现代烟草农业的特点、目标、任务和实施方式,还没有得到深层次、根本性的认识。现代烟草农业发展的重点、实现途径、切入点和焦点仍然没能被很好的把握住。基于此,本文以文山市为例,对现代烟草农业的发展与实践进行了针对性研究,对近年来文山市现代烟草农业发展现状、有利条件进行分析,找出基础设施建设的水平不高、专业化分工不明显、规模化种植程度低、信息化管理尚未系统、土地流转难度大等八个制约文山市现代烟草发展的因素,并针对这些制约因素,借鉴国内外现代农业建设经验,以提质增效、发展地方经济为目标,提出完善基础设施配套建设、合理规划、提高规模化程度、推广应用信息化系统、优化土地资源、提高人力资源保障水平、优化技术资源、加强政策扶持八个推进文山市现代烟草农业发展的建议,以促进文山市烟草现代农业生产体系规范建设,为现代烟草农业平稳健康发展提供一定的借鉴意义。同时,本文研究结论对我国当前现代烟草农业产业化建设也将具有一定的通用性、参考性及一定的现实意义。
[Abstract]:Tobacco production is an important part of agriculture in China. The development of modern tobacco agriculture is a new task and strategic goal put forward by the National Tobacco Monopoly Bureau under the new situation of industry reform and development. The development of modern tobacco agriculture, how to achieve sustainable development, how to learn from the experience of mature precedent is the focus of research in the new era. At present, the characteristics, objectives, tasks and implementation of modern tobacco agriculture. The focus of the development of modern tobacco agriculture, the way to achieve, the entry point and the focus are still not well grasped. Based on this, this paper takes Wenshan City as an example. The development and practice of modern tobacco agriculture were studied. The current situation and favorable conditions of modern tobacco agriculture in Wenshan city were analyzed and the level of infrastructure construction was found to be low. The specialization division of labor is not obvious, the scale planting degree is low, the information management is not yet systematic, the land circulation difficulty is big and so on eight restricting factors of the modern tobacco development in Wenshan city, and aiming at these restrictive factors. Drawing lessons from the experience of modern agricultural construction at home and abroad, aiming at improving quality and increasing efficiency and developing local economy, this paper puts forward the following measures: perfecting the supporting construction of infrastructure, rationally planning, improving the scale of agricultural construction, and popularizing and applying the information system. Optimize land resources, improve the level of human resources security, optimize technical resources, strengthen policy support to promote the development of modern tobacco agriculture in Wenshan eight suggestions. In order to promote the construction of modern tobacco agricultural production system in Wenshan City, and provide a certain reference for the stable and healthy development of modern tobacco agriculture. The conclusion of this paper will also have certain generality, reference and practical significance for the industrialization construction of modern tobacco agriculture in our country.
