崇州市农户土地承包经营权入股农业企业的意愿及影响因素研究

【摘要】：城乡“二元结构”导致我国城乡发展严重脱节,对我国经济发展产生了严重的阻碍,为实现城乡经济良好互动,十六大首次提出了兼顾统筹城乡发展的战略方针。十八大更是在总结十年发展经验的基础上提出要推动城乡发展一体化。而城乡一体化的纵深推进必然要求构建农村土地集约利用、城乡经济集聚发展、农村人口集中居住的新格局,这必然会引起土地产权的流动,为促进土地有序高效流动且保障农户本身利益,国家提出土地经营权股权化,以保持土地原有用途为前提,允许农户将自己的土地经营权入股农民合作社、农业企业等发展农业产业化经营,将农户土地经营权量化为股权作为农户分红的依据,使农户在离开土地的情况下仍能享受所承包土地的财产权益。从经营性质和模式来看,农业企业区别于其他合作组织具有更高的营利性、更强的要素投入能力、更强的技术掌控和示范能力和更完善的管理程序。农业企业的这些优势势必能使入股农业企业这一模式区别于传统低效流转模式,实现土地经营权规模化的流转。但是这种创新流转模式目前仍处于发展不成熟阶段,在实施过程中还存在一些问题对它进一步推进产生阻碍,需要解决；农户作为土地承包经营权入股农业企业模式中的一个重要主体,充分尊重其自身意愿是顺利发展土地承包经营权入股农业企业的必要前提,所以本文将从农户主观意愿角度探讨土地承包经营权入股农业企业实施过程中所存在的问题,并分析影响农户意愿的关键因素,并提出相应的意见和建议,从而促进土地承包经营权入股农业企业健康发展。本文参考了土地承包经营权流转、土地承包经营权股权化等相关研究,并基于计划行为理论和有限理性行为理论,将从农户自身因素等四个方面以问卷调查的方式对崇州市农户土地承包经营权入股农业企业的行为意向进行分析,然后使用路径分析法和结构方程模型将调查所得信息量化,分析获得对农户土地承包经营权入股农业企业意愿产生显著影响的因素,基于实证研究结果探讨土地承包经营权入股农业企业实施过程中可能存在的问题,并提出相应的政策和建议。主要得到以下研究结论：(1)土地承包经营权入股农业企业这一创新流转模式在崇州市普及程度还不高,但是近年来,崇州市第二三产业迅速发展,并依托成都市良好的经济环境,农户非农收入已逐渐成为农户家庭的主要收入来源,这为土地承包经营权入股农业企业的推进提供了很好的外部经济环境。(2)本文经过实证研究发现,农户家庭特征对农户行为意愿存在显著直接影响作用,但是户主基本特征只通过与农户家庭特征的相关关系对农户行为意愿产生关联影响作用。农户行为态度与农户入股意愿存在显著正相关关系,农户主观规范与农户意愿存在显著正相关关系,农户知觉行为控制与农户入股意愿也存在显著正相关关系；而且前两者的显著性更强。(3)基于理论和实证分析,本文认为在推进土地承包经营权入股农业企业的过程中应该以完全尊重农户意愿作为必要原则,政府要加强文化知识培训,提高农户文化水平；要切实做好引导宣传工作,提高农户认知水平；要落实入股合同内容,确保入股合同的有效性,保护农户利益不受损害；要大力发展非农产业,有效转移农村剩余劳动力；健全农村社会保障体系,为土地承包经营权入股农业企业营造良好的外部环境。

And the inevitable requirement of the construction of rural land intensive use, urban agglomeration of economic development, the rural population concentrated new pattern of living, this will cause the land property flow, in order to promote the orderly and efficient flow of land and protect farmers interests, the country put forward the equity of land management right, in order to maintain the original land use for the premise, allowing farmers to land management right in their development of farmer cooperatives, agricultural industrialization of agricultural enterprises, farmers land management rights to quantify the shares The right of farmers as dividends basis, so that farmers can still enjoy the contracted land property rights in the case of leaving the land. From the nature of the business and agricultural enterprise mode, different from other for-profit cooperative organization has a higher, stronger input ability, stronger technical mastery and demonstration ability and more perfect agricultural enterprise management program. These advantages will make a difference in this pattern in agricultural enterprises from the traditional inefficient circulation pattern, realize the scale of land management rights transfer. But this innovative circulation mode is still in the immature stage of development, there are still some problems to hinder the further advance, need to be solved in the implementation process farmers; as an important subject of the right to land contractual management mode in agricultural enterprises, fully respect their own aspirations is the smooth development of agricultural land contract and management rights to shares The necessary premise of enterprise, so this paper from the perspective of farmers' subjective problems in the process of the implementation of the right to land contractual management of agricultural enterprises, and analyze the key factors affecting the willingness of farmers, and put forward the corresponding opinions and suggestions, so as to promote the healthy development of the land contractualmanagement agricultural enterprises. This reference to the land contract transfer of management rights, the related research of land contract management right of ownership, and based on the theory of planned behavior and the limited rational behavior theory, the four aspects from the farmers' own factors by way of questionnaire survey of farmers the right to land contractual management of agricultural enterprises behavior intention in Chongzhou city is analyzed, and then using path analysis and structural equation the model will survey information quantitative analysis, have a significant impact on Farmers' land contractualmanagement willingness for agricultural enterprises, There may be a discussion of the right to land contractual management of agricultural enterprises in the implementation process of the results of empirical research based on the problems, and put forward the corresponding policies and suggestions. The main conclusions are as follows: (1) the right to land contractual management of agricultural enterprises the innovation flow pattern in Chongzhou City, popularity is not high, but in recent years, Chongzhou city the two or three industry develops quickly, and relying on the Chengdu favorable economic environment, the non-agricultural income of farmers has gradually become the main source of income of households, provide a good external economic environment for the right to land contractual management of agricultural enterprises in advance. (2) through empirical study found that rural household characteristics have significant direct effect the role of farmers' behavior intention, but the basic characteristics of household only through correlation with household character associated impact on Farmers' behavior intention for farmers. There was a positive correlation between the attitude and behavior of farmer apiration, there was a positive correlation between the willingness of farmers and farmers subjective norms, there are significant positive correlation between the willingness of farmers and farmers' perceived behavioral control stake; and significantly stronger before the two. (3) based on theoretical and empirical analysis, this paper argues that in the process of land contract management shares of agricultural enterprises should be to fully respect the willingness of farmers as a necessary principle, the government should strengthen cultural knowledge training, improve the farmers' cultural level; to do propaganda work, improve the cognitive level of farmers; to implement in the contents of the contract, ensure the validity in the contract, the protection of farmers' interests; we should vigorously the development of non-agricultural industries, the effective transfer of rural surplus labor; improve the rural social security system, for the right to land contractual management of agricultural enterprises to create a good A good external environment.
