森林碳汇视角下吉林省林业产业发展研究

【摘要】：近年来,随着气候问题的加剧,世界各国开始关注低碳经济,积极推进碳交易市场建设。森林碳汇作为一种成本低且有效的减排工具,已经被纳入到CDM、REDD等减排交易机制之中。目前,中国正在积极开展森林碳汇交易试点,以加快碳汇交易市场的建设。吉林省作为中国重要的林业资源大省之一,有必要建立森林碳汇交易市场,通过碳汇交易市场中的价格、供求等机制提高林业投资和林业管理的积极性,促进林业产业结构调整,实现林业产业的可持续发展。本文在森林碳汇视角下考察吉林省林业产业发展问题。首先,本文在分析吉林省林业产业发展现状的基础上,归纳出吉林省林业产业存在着发展程度低、投资不足及内部结构失衡等问题。其次,本文从定性和定量角度分析了森林碳汇交易与林业产业发展的关系,理论和实证结论均表明:森林碳汇交易将有助于缓解吉林省林业产业目前存在的问题,推动林业产业生态效益、经济效益和社会效益的协同发展。再次,本文考察了吉林省开展森林碳汇交易促进吉林省林业产业发展的潜力和所面临的障碍。最后,在总结国内外碳汇林业发展经验的基础上,本文从总体层面制定了吉林省林业产业发展的战略规划,设定了林业产业发展思路和总体目标,同时从森林碳汇视角提出了吉林省林业产业发展的具体对策。
[Abstract]:In recent years, with the aggravation of climate problems, the world began to pay attention to low-carbon economy, actively promote the construction of carbon trading market. Forest carbon sinks as a low-cost and effective tool to reduce emissions. Has been included in the emission reduction trading mechanism such as CDMN REDD. At present, China is actively carrying out forest carbon sink trading pilot projects to speed up the construction of the carbon sink trading market. Jilin Province is one of the major forestry resources provinces in China. It is necessary to establish a forest carbon sink trading market, to improve the enthusiasm of forestry investment and forestry management through the mechanism of price, supply and demand in the carbon sink trading market, and to promote the adjustment of forestry industrial structure. This paper investigates the development of forestry industry in Jilin Province from the perspective of forest carbon sequestration. Firstly, this paper analyzes the present situation of forestry industry in Jilin Province. It is concluded that the forestry industry in Jilin Province has some problems such as low degree of development, insufficient investment and imbalance of internal structure. Secondly, this paper analyzes the relationship between forest carbon sequestration transaction and forestry industry development from the qualitative and quantitative point of view. Both theoretical and empirical results show that forest carbon sink trading will help to alleviate the existing problems of forestry industry in Jilin Province, and promote the coordinated development of ecological, economic and social benefits of forestry industry. This paper examines the potential and obstacles of developing forest carbon sink trade in Jilin Province to promote the development of forestry industry in Jilin Province. Finally, on the basis of summing up the experience of carbon sink forestry development at home and abroad, This paper formulates the strategic plan for the development of forestry industry in Jilin Province from the overall level, sets up the train of thought and the overall goal of the development of forestry industry, and puts forward the concrete countermeasures for the development of forestry industry in Jilin Province from the perspective of forest carbon sequestration.
