【摘要】：农村基础设施是为农村综合发展和农民生活提供公共服务设施的各种要素的总称,它是农村发展和农民生活缺一不可的必要基础条件。党的十八大和十八届三中全会提出,我国要通过全面深化社会主义市场经济体制改革,充分发挥市场机制的决定性作用,来实现到2020年全国建成小康社会的奋斗目标。而实现这一目标,构建农村基础设施投资的公平性是最薄弱的一环。虽然在社会发展中基础设施数量不断增长,但我国城乡基础设施投资仍存在着较大地分配不公,这严重影响了农民的生产积极性。本文对公平理论和我国农村基础设施投资现状做了基本描述,提出了目前影响我国农村基础设施投资公平性的难题困境,用哲学的追问来反思我们在农村基础设施投资中的矛盾与问题,以期在追求公平的视角下实现合意的我国农村基础设施投资公平解。本文除了旨在提高农村基础设施投资的合理性、公平性及有效性,最终达到提高农民生产生活条件,促进城乡发展一体化的目标;还希望把农村基础设施投资公平性这一问题与哲学反思相结合,更多地去改变人们的深层思考方式,拓展人们的思维空间。
[Abstract]:Rural infrastructure is a general term for various elements of providing public service facilities for the comprehensive development of rural areas and the life of farmers. It is an indispensable basic condition for the development of rural areas and the livelihood of peasants. The 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee proposed that. By deepening the reform of the socialist market economic system in an all-round way and giving full play to the decisive role of the market mechanism, our country should achieve the goal of building a well-off society in the whole country by 2020. The equity of infrastructure investment in rural areas is the weakest one. Although the quantity of infrastructure is increasing in social development, there is still a large unfair distribution of infrastructure investment in urban and rural areas in China. This paper describes the theory of equity and the present situation of rural infrastructure investment in China, and puts forward the dilemma that affects the equity of rural infrastructure investment in China. Using philosophical questioning to reflect on the contradictions and problems in our investment in rural infrastructure, The purpose of this paper is to improve the rationality, fairness and effectiveness of rural infrastructure investment, and finally to improve the farmers' living and production conditions. The aim of promoting the integration of urban and rural development is to combine the equity of rural infrastructure investment with philosophical reflection to change people's deep thinking mode and expand people's thinking space.
