【摘要】：十三五规划之初,吉林省成为农村金融改革的试点,承担起来了破除“三农”问题的艰巨任务,并借此探索一条新型的农村金融发展道路。吉林省争取通过金融综合改革,优化农村产业结构升级,推动农业现代化向更高水平和层次发展。吉林省的支柱产业是农业,农业的发展关系到国家粮食的安全问题。因此,农业现代化的建设对吉林省有着重大的意义。当前吉林省大力推行农村金融改革,本文主要运用金融发展理论和农村金融发展理论等相关基础理论,以金融支持吉林省农业现代化研究为主线,从发现问题、分析问题以及解决问题的思路出发,界定了金融支持的概念,阐述了农业现代化的内涵和特征,依据当前吉林省农业现代化金融支持的进展情况,借助主成分分析法分别对吉林省农业现代化发展水平和农村金融支持程度进行评价,得出两者的综合得分,通过协整关系测度分析和脉冲响应分析进一步测算吉林省金融支持对农业现代化的拉动作用以及作用程度。基于实证研究的结果,分析金融支持吉林省农业现代化过程中存在的问题及制约因素,通过借鉴具有不同发展模式且各具特色的美国、日本这两个国家的金融支持农业现代化的发展经验,并针对吉林省农业现代化现有存在的问题,提出相应的对策。
[Abstract]:At the beginning of the 13th Five-Year Plan, Jilin Province became a pilot project of rural financial reform, taking on the arduous task of solving the "three rural" problems and exploring a new way of rural financial development.Jilin Province strives to optimize the rural industrial structure through comprehensive financial reform and promote the agricultural modernization to a higher level and level.The pillar industry of Jilin Province is agriculture. The development of agriculture is related to the national food security.Therefore, the construction of agricultural modernization has great significance to Jilin Province.At present, Jilin Province is vigorously carrying out the rural financial reform. This paper mainly uses the theory of financial development and the theory of rural financial development and other relevant basic theories, taking financial support for agricultural modernization research in Jilin Province as the main line, and finds out the problems.Based on the analysis of problems and their solutions, this paper defines the concept of financial support, expounds the connotation and characteristics of agricultural modernization, and according to the progress of financial support of agricultural modernization in Jilin Province,With the help of principal component analysis, the development level of agricultural modernization and the degree of rural financial support in Jilin Province are evaluated, and the comprehensive scores of the two are obtained.By means of cointegration analysis and impulse response analysis, the pulling effect and the degree of financial support to agricultural modernization in Jilin Province were further estimated.Based on the results of empirical research, this paper analyzes the existing problems and constraints in the process of financial support to agricultural modernization in Jilin Province, and draws lessons from the United States, which has different development models and has its own characteristics.Japan's financial support for agricultural modernization development experience, and in view of the existing problems in Jilin Province agricultural modernization, put forward the corresponding countermeasures.
