深化农业产业化经营组织创新的政策分析——基于供给侧结构性改革视角

【摘要】：中央政府推动供给侧结构性改革,试图通过市场化导向逐渐缓解供给约束。当前我国农业产业化经营组织创新方兴未艾,符合现代农业发展方向。相对于农户家庭经营的局限性,农业产业组织形式上的创新意义重大,但农业产业链、价值链的提升则更多依赖市场主体行为的有效修正。围绕供给侧结构性改革思路来深化农业产业化经营组织创新,必须适时调整产业政策。本着明确改革价值取向,基于公共资源效率评判,本文着重探讨农业产业组织结构演进与市场行为约束的制度性成因,进而倡导产业组织创新导向性政策的公共资源增量配置效率。
[Abstract]:The central government promotes structural reform on the supply side and attempts to ease supply constraints gradually through market orientation.Current agricultural industrialization management organization innovation is in the ascendant, accord with modern agriculture development direction.Compared with the limitation of household management, the innovation of agricultural industrial organization is of great significance, but the promotion of the value chain depends more on the effective correction of the behavior of the main body of the market.In order to deepen the organizational innovation of agricultural industrialization, we must adjust the industrial policy in time around the ideas of supply-side structural reform.Based on the evaluation of public resource efficiency, this paper focuses on the institutional causes of the evolution of agricultural industrial organizational structure and the constraint of market behavior.Furthermore, it advocates the efficiency of incremental allocation of public resources in the innovation-oriented policy of industrial organization.
