【摘要】：一直以来,我国粮食安全存在一个18亿亩的耕地红线,然而随着我国城镇化以及工业化的快速推进,这一红线在我国快要被突破。从目前的形势看,土地整治整治在农村是提高耕地质量与面积,促进农民多元增收的重大工程。伴随而生的各区域的土地整治项目方面的资金管理出现的问题成为了目前一个相当长的时期内,我国学术界进行探讨研究的热点与关注点。本研究就是专门针对新疆自治区土地整治项目资金监管过程,采用文献分析与实例分析、实地考察等方法,对新疆自治区土地整治项目资金管理的现状和问题进行了研究。同时前往新疆自治区典型的伊犁河谷地土地整治项目所在地进行了实地考察。本研究介绍了新疆自治区关于土地整治项目的概况,指出了新疆自治区在土地整治项目中的资金监管方面现阶段存在的问题,提出了相应对策,并对伊犁河谷地土地整治项目做了实例研究。本研究中作者的观点对新疆自治区土地整治项目的资金监管领域具有一定的理论和实践方面的意义。本研究着重分析了新疆自治区土地整治项目资金管理的现在的状况以及存在的一系列的问题。并针对在新疆自治区土地整治项目资金管理存在的问题,借鉴国内外在土地整治项目的资金管理方面的先进经验,给予总结。对新疆自治区土地的整治工程中资金管理存在的问题提出了相应的建议和对策,并阐明本文作者的主要观点。在本研究中,作者对伊犁河谷地的土地项目的整治工程资金监管进行实地的考察调研,全面了解新疆自治区伊犁河谷地土地整治项目资金管理概况,以及土地整治项目资金管理的现状。通过对在伊犁河谷地区搜集到的资料以及相关的关于资金监管的数据进行深入的分析研究,相对全面的提出了伊犁河谷地土地整治项目资金管理方面存在的问题。这也是本文实证分析研究的部分,也是重点部分。本文是在以往的资料以及实例论证进行分析研究的,由于作者的理论水平与调研的深入程度都有所限制,对该领域的研究还有待进一步深入,需要进一步进行理论创新。其一,在土地整治中的资金管理方面,如何加强规划设计;其二,如何建立资金管理评估体系;其三,怎么解决土地整治过程中的资金短缺问题等。
[Abstract]:There has been a 1 billion 800 million acres of arable land in our country food security, however, with the rapid development of China's urbanization and industrialization, the red line will be a breakthrough in our country. From the current situation, land remediation remediation is to improve the quality of cultivated land and in rural area, promote major projects in multi income farmers with the emergence of capital management. The regional land consolidation project and the aspects of the problem has become a fairly long period of time, China's academic circles to discuss hot and focus of research. This research is specifically for the Xinjiang autonomous region land consolidation project funds supervision process, using literature analysis and case analysis, field trips and other methods, the current situation and problem of land remediation project funds management of the Xinjiang autonomous region were studied. At the same time to the typical Xinjiang autonomous region in the Yili river valley land remediation project The location for a field trip. This paper introduces the situation of the land consolidation project of Xinjiang autonomous region, points out the existing problems in land remediation projects in the financial supervision of Xinjiang autonomous region, the corresponding countermeasures were put forward, and the land consolidation projects in Yili River Valley as a case. The analysis which is the part of the empirical research, as well as the most important part. This paper analyzes and studies in the past the data and examples, because of the degree of the level of theory and research the author has been limited research in this field remains to be First, in the aspect of fund management in land consolidation, how to strengthen the planning and design; secondly, how to establish the fund management evaluation system; thirdly, how to solve the shortage of funds in the process of land consolidation.
