长葛市粮食生产社会化服务研究

【摘要】：农业的现代化需要社会化服务的支撑。随着中国经济的转型,第三产业在GDP中所占的比重越来越大,服务业与农业生产深度融合,各类新型农业经营主体加速成长,对农业生产社会化服务的需求越来越旺盛。研究粮食生产社会化服务,有助于探索解决“谁来种地”的问题和家庭联产承包责任制的基础下如何进行规模化粮食生产的有效路径。文章以供给学派理论、组织创新理论和交易成本理论为基础,通过查阅文献资料,实地走访,发放调查问卷的方式,对长葛市粮食生产社会化服务进行研究,了解长葛市粮食生产社会化服务发展现状,并对粮食生产主体的社会化服务供需情况进行研究。通过查阅文献资料和调查,了解到长葛市粮食生产社会化服务体系主要由政府公共组织、各类农民专业合作社和农业企业三大主体构成。政府公共组织提供的社会化服务倾向于公益性服务,农民专业合作社提供的社会化服务属半公益半营利性质,农业企业所提供的社会化服务则是营利性的。长葛市为了促进农业规模化生产,还创新性地构建了由联合总社、分社和农户组成的长葛市农业现代农业发展共同体,推动农业规模化经营、标准化生产、社会化服务。此外,还对粮食生产社会化服务的供需情况进行调查,通过对调查数据的分析,了解到从事粮食生产的普通农户而言,产前、产中、产后各阶段需求最迫切的社会化服务分别是种子种苗供应、化肥农药投入、农产品销售,通过对普通农户、种粮大户、家庭农场、专业合作社这几类粮食生产主体的需求情况进行比较,发现普通农户、家庭农场最需要生产阶段的社会化服务,种粮大户最需要信贷、保险等支持保障类社会化服务,专业合作社更需要产后和公益类社会化服务,这为粮食生产社会化服务组织的发展提供一定的指导方向。研究发现当前长葛市粮食生产社会化服务,存在着供给与需求错位、政府与市场功能发挥不充分、设施与技术亟待改善等问题。针对上述问题,借鉴国内外先进经验,厘清政府职能,发挥行政管理指导作用;支持合作社发展,发挥服务主体作用;壮大龙头企业,发挥示范带动作用;加强科研教育,发挥支持保障作用,不断完善长葛市粮食生产社会化服务体系。本文的创新点在于,深入长葛市农村乡镇,通过走访粮食生产的各类主体,分析他们的社会化服务需求,围绕粮食生产开展调查研究,有针对性地提出意见完善改进长葛市粮食生茶社会化服务。但是由于笔者能力有限,对数据的分析和整个体系框架的剖析能力还有待提升,对长葛市粮食生产社会化服务的研究尚有不足之处。

In addition, the survey of the supply and demand situation of grain production in the social service, through the analysis of survey data, learned in the grain production of ordinary farmers, prenatal, births, After each stage the most urgent demand of social service are the seed supply, the input of chemical fertilizer and pesticide, sales of agricultural products, based on the ordinary farmers, large grain, family farms, cooperatives compared these types of main grain production, found that ordinary farmers, family farms are most in need of social service of the production stage the farmers need credit, insurance and other support service socialization, professional cooperatives need postpartum and public social services, which provide some direction for the development of social service organizations of food production. The study found that the current grain production in Changge city social services, there is a dislocation of supply and demand, the government and the market the function is not sufficient, facilities and technology needs to be improved. Aiming at the above problems, learn from the advanced experience, clarify the functions of the government, the administration refers to play The role of support; cooperative development, service play a main role; the growth of enterprises, play an exemplary role in promoting scientific research; strengthen education, play a supporting role in safeguarding the improvement of grain production in Changge city social service system. The innovation of this paper is the in-depth rural villages and towns of Changge, through the main types of visits for food production and social analysis their demand for services, to carry out the investigation on food production, some suggestions were given on improvement of social service in Changge city tea food. But due to the limited capacity of the author, and the analysis framework of the whole system according to the log analysis capability remains to be improved, the research has some deficiency of the socialized service of grain production in Changge city.
