农工素质变化对兵团农业生产效率影响研究

【摘要】：加强农业劳动力职业培训和加快发展农村教育是中共中央国务院一号文件指导提高农业劳动力素质的两大主线。2015年10月召开的十八届五中全会强调加快建设人才强国,深入实施人才优先发展战略,推进人才发展体制改革和政策创新,形成具有国际竞争力的人才制度优势。在人才决定发展的21世纪,农工素质的高低是农业生产效率能否持续稳步提高的关键。当前,农业的发展面临着耕地资源趋紧,人口增速减慢,经济社会发展过程中的城镇化发展,带来的年轻化、知识化人口更多由相对落后地区转移到经济较发达地区,导致农工老龄化、农业新技术推广和更新较为困难、农业生产“青黄不接”后继乏人缺乏后劲等非可持续性农业发展问题突出,人才兴农、科技兴农是推动兵团农业经济增长和农业现代化顺利实现的必由之路。文章应用丹尼森理论对八师三个团场的农工素质进行测算,结果显示团场农工素质有增长,但增长很缓慢。为测度农工素质对农业生产效率的影响程度,文章采用基于灵活的超越对数函数的随机前沿模型,研究结果表明:(1)用工投入对农业生产效率的影响最大,即农业生产的用工投入增加1%,可以促进团场农业生产亩产值增加0.2093个百分点。(2)农工智力素质的提高对农业生产效率的增长有着显著的正向影响。农工智力素质每增加1%,将促进生产效率水平增长0.1069%,农工智力素质增长对农业生产效率的正向带动作用显著。(3)农业生产效率随着农工身体健康素质的提升而增长。但是,相对于农工的智力素质而言,农工的身体健康素质对农业生产效率增长的贡献较小,约为智力素质对农业生产效率增长的贡献的1/2。因此,提高团场农业生产效率,需要加强农业生产技能培训,提升兵团职工生产素质;完善社会医疗保障服务,提升兵团职工健康素质;弘扬兵团屯垦精神,提升职工文化道德素质;加大农业后备人才涵养,培育现代职业农民。通过提高农工素质,从而提高农业生产效率,促进团场农业现代化的顺利实现。
[Abstract]:Strengthening vocational training for agricultural labor and speeding up the development of rural education are the two main lines in the first document of the CPC Central Committee and the State Council to guide the improvement of the quality of agricultural labors. We should carry out the strategy of giving priority to talent development, promote the reform of talent development system and policy innovation, and form the advantage of talent system with international competitiveness. In the 21st century, the quality of agriculture and industry is the key to the sustainable improvement of agricultural production efficiency. At present, the development of agriculture is faced with a tightening of cultivated land resources, slowing down of population growth, urbanization in the course of economic and social development, resulting in a younger and more educated population transferred from relatively backward areas to more economically developed areas. As a result of the aging of agriculture and industry, the popularization and renewal of new agricultural technologies is more difficult, and the problems of unsustainable agricultural development, such as the lack of stamina in the succeeding of agricultural production, are prominent. Promoting agriculture by science and technology is the only way to promote the agricultural economic growth and agricultural modernization. This paper uses Denison's theory to calculate the quality of agriculture and engineering in three farms of the eighth division. The results show that the quality of farm and industry in the farm has increased, but the growth is very slow. In order to measure the influence of agro-industrial quality on agricultural production efficiency, this paper adopts a stochastic frontier model based on flexible transcendental logarithmic function. The research results show that the labor input has the greatest influence on agricultural production efficiency. That is to say, the increase of employment input in agricultural production can promote the increase of output value of agricultural production by 0.2093 percentage points per mu) the improvement of agricultural and industrial intelligence quality has a significant positive effect on the increase of agricultural production efficiency. The increase of agricultural and industrial intelligence quality will promote the increase of production efficiency level by 0.10699.The positive driving effect of the increase of agricultural and industrial intelligence quality on agricultural production efficiency is significant. 3) the agricultural production efficiency increases with the improvement of agricultural and industrial health quality. However, compared with the intellectual quality of agricultural workers, the physical health quality of agricultural workers contributes less to the growth of agricultural production efficiency, which is about a second of the contribution of intellectual quality to the growth of agricultural production efficiency. Therefore, in order to improve the agricultural production efficiency of the regiment, we need to strengthen the training of agricultural production skills, improve the production quality of the staff and workers of the Corps, perfect the social medical security service, enhance the health quality of the staff and workers of the Corps, and carry forward the spirit of opening up land in the Corps. To improve the cultural and moral quality of workers; to increase the cultivation of agricultural reserve talents; to cultivate modern professional farmers. By improving the quality of agriculture and industry, improving the efficiency of agricultural production and promoting the smooth realization of agricultural modernization.
