失地农民就业问题的个案工作介入研究

【摘要】：近年来,随着城镇化和城市化进程的加快,地方政府进行了较大规模的征地拆迁,因此,涌现了大量失地农民。所谓失地农民就是整个经济和社会发展进程中,因为城镇化和城市化而失去土地,但仍保留农民身份的群体。失地农民作为城市发展过程中出现的弱势群体,由于文化水平低、劳动技能匮乏、思想观念保守落后、社会保障不健全等原因,造成他们失地后就业存在很大问题,后续生活缺乏保障,因此引发了很多信访问题。就业是民生之本,只有实现了就业,才能解决他们的后顾之忧,进而缓解社会矛盾,确保社会稳定。本文旨在探索建立一套务实管用的解决失地农民就业问题的个案研究方案,切实帮助失地农民实现就业。本文的意义在于,在社会工作实务领域探索和丰富解决失地农民就业问题的研究。本文主要采用行动研究法、深度访谈法作为收集资料、分析问题的主要方法。结合所生活区域的征地拆迁情况,以身边的一名失地农民为例,运用优势视角理论等社会工作理论和方法探索解决失地农民就业问题。文章第一章主要阐述了研究的背景、目的和意义、文献回顾以及运用的工作方法和理论。第二章明确了通过主动接触的方式了解辖区内一名典型的失地农民就业情况,将其确定为案主,对其需求和问题进行了评估。第三章为正式的介入环节,按照制定目标和计划,分五个阶段对案主进行介入,评估了介入效果,最终顺利结案。第四章是对本次个案介入的总结和反思。本文采用个案工作方法,将辖区内一失地农民作为典型个案,目的是想帮助失地农民切实解决就业难题。希望通过社会工作介入失地农民就业问题,为今后有关失地农民就业问题的社会工作介入提供参考。
[Abstract]:In recent years, with the acceleration of urbanization and urbanization, local governments have carried out large-scale land expropriation and relocation, so a large number of land-lost farmers have emerged. The so-called land-lost farmers are the groups that lose their land because of urbanization and urbanization but still retain their status as farmers in the whole process of economic and social development. As a vulnerable group in the process of urban development, landless peasants have great problems in employment after losing their land due to their low education level, lack of labor skills, conservative and backward ideology, imperfect social security and so on. The lack of security in follow-up life has led to a lot of letters and visits. Employment is the foundation of people's livelihood. Only when employment is realized, can they solve their worries, ease social contradictions and ensure social stability. The purpose of this paper is to establish a practical and effective case study scheme to solve the employment problem of landless farmers and to help them to obtain employment. The significance of this paper is to explore and enrich the research on solving the employment problem of landless farmers in the field of social work practice. This paper mainly uses the action research method, the depth interview method as the collection data, the analysis question main method. According to the situation of land expropriation and relocation in the living area, taking a farmer who lost land around him as an example, this paper explores how to solve the employment problem of landless farmers by using the social work theory and methods such as advantage theory. The first chapter describes the background, purpose and significance of the research, literature review and the application of working methods and theories. In the second chapter, we know a typical landless farmer's employment through active contact, determine him as the victim, and evaluate his needs and problems. The third chapter is the formal intervention, according to the formulation of goals and plans, intervention in five stages to assess the effect of intervention, the final successful conclusion. The fourth chapter is the summary and reflection of this case intervention. This paper adopts the case work method to take a land-lost farmer as a typical case in order to help the land-lost farmer to solve the employment problem. It is hoped that the involvement of social work in the employment of landless farmers will provide a reference for the future social work intervention on the employment of landless farmers.
