生态与文化协同发展助推长江经济带集中连片贫困地区精准扶贫的思路与对策——以湘西州为例

【摘要】：湘西州是长江经济带的重要生态与文化节点,也是我国国家级贫困地区、国家级生态补偿示范区和国家级文化生态保护实验区所在地。文章在分析生态与文化协同发展助推湘西精准扶贫背景及可行性的基础上,剖析了湘西生态与文化协同发展助推精准扶贫的现状,并提出了生态与文化协同发展助推湘西精准扶贫的具体思路与对策,即研究编制湘西生态与文化资产负债表、创新生态与文化协同发展助推湘西精准扶贫体制机制、探索湘西"文化+生态+大数据"精准扶贫模式、构建湘西特色文化与生态协同发展扶贫产业体系、打造一批示范村(寨)镇。
[Abstract]:Xiangxi is an important ecological and cultural node in the Yangtze River economic belt. It is also the location of the state-level poverty-stricken areas, the national ecological compensation demonstration areas and the state-level cultural ecological protection experimental areas. Based on the analysis of the background and feasibility of the coordinated development of ecology and culture, the paper analyzes the current situation of the coordinated development of ecology and culture in Xiangxi. The paper also puts forward the concrete ideas and countermeasures for the coordinated development of ecology and culture to promote the precision poverty alleviation in western Hunan, that is, to study and compile the balance sheet of ecological and cultural assets in western Hunan, and to innovate the institutional mechanism of promoting the precision poverty alleviation in western Hunan with the synergistic development of ecology and culture. This paper probes into the precise poverty alleviation model of "cultural ecological big data" in western Hunan, constructs a coordinated development of poverty alleviation industry system between characteristic culture and ecology in western Hunan, and builds a number of demonstration villages (villages).
