宝鸡市农民工职业技能培训发展现状、存在问题及对策研究

【摘要】:农民工是我国户籍制度及城乡二元经济结构体制长期运行的一类特殊群体。目前,我国农民工数量庞大,且文化素质与技能水平低下。加大农民工职业技能培训力度,提高农民工素质水平,使农民工可以得到更好的就业机会与劳动报酬,是缓解“民工荒”问题与解决“三农”问题的重要举措,同时对于我国更快更好地实现城市化与现代化具有重要的现实意义。因此,有必要对农民工职业技能培训发展现状进行研究。本文在文献研究、数据收集的基础上,首先,分析了目前宝鸡市经济发展情况及农民工基本情况,并结合“人人技能工程”分析宝鸡市农民工职业技能培训的开展情况,同时基于问卷调查结果,从需方角度分析宝鸡市农民工职业技能培训参与情况、培训期望等。其次,在对现状调查与分析的基础上,研究宝鸡市农民工职业技能培训存在的问题及其原因,并从制度、培训体系、农民工自身三方面对其影响因素进行探讨。最后,针对宝鸡市农民工职业技能培训存在的问题,提出相应的对策建议。通过本文研究发现,目前宝鸡市农民工职业技能培训发展中存在以下四方面问题:首先,培训工作宣传不到位,实际参与率不高。消息欠缺、时间、费用等是农民工参加职业技能培训所面临的较严重的问题。其次,培训内容层次较低,与市场需求脱节。受多种因素影响,农民工职业技能培训供给与需求间存在诸多矛盾。再次,培训保障体系不健全,农民工对职业技能培训满意度低。当前农民工更期望政府发挥其应尽的主体职责,构建完善的培训保障体系。最后,激励机制不完善,农民工自身存在功利性与盲目性。当前农民工更加注重的是从短期的培训中获得实际的利益,少有农民工认识到参加培训对提高个人素质和整体能力方面的重要意义。最后,根据目前存在的问题,提出了相应的完善对策:首先,应加大对农民工职业技能培训宣传力度,提高农民工的知晓程度和对农民工职业技能培训的正确认识。其次,要优化培训模式和培训内容,提高培训内容层次,满足市场需求与农民工期望。另外,应从经费、管理和监督机制三方面完善农民工职业技能培训保障体系。最后,要完善激励机制,吸引更多农民工参与培训,并且提高他们参与培训的满意度。
[Abstract]:Migrant workers are a special group in the household registration system and the dual economic structure system of urban and rural areas. At present, the number of migrant workers in China is huge, and the level of cultural quality and skills is low. It is an important measure to alleviate the problem of "shortage of migrant workers" and to solve the problem of "agriculture, rural areas and farmers" by increasing the training of migrant workers' vocational skills and improving the quality of migrant workers, so that they can get better employment opportunities and better remuneration for their labor. At the same time, it has important practical significance for our country to realize urbanization and modernization more quickly and better. Therefore, it is necessary to study the status quo of vocational skills training of migrant workers. On the basis of literature research and data collection, this paper firstly analyzes the economic development of Baoji City and the basic situation of migrant workers, and analyzes the development of vocational skills training of migrant workers in Baoji City with the "everyone skills Project". At the same time, based on the results of questionnaire, this paper analyzes the participation and expectation of vocational skills training of migrant workers in Baoji city from the perspective of demand side. Secondly, based on the investigation and analysis of the present situation, the problems and causes of vocational skills training of migrant workers in Baoji City are studied, and the influencing factors are discussed from three aspects: system, training system and migrant workers themselves. Finally, in view of the problems existing in vocational skills training of migrant workers in Baoji City, the corresponding countermeasures and suggestions are put forward. Through the research of this paper, it is found that there are four problems in the development of vocational skills training of migrant workers in Baoji city: firstly, the propaganda of training work is not in place, and the actual participation rate is not high. Lack of information, time, cost and so on are more serious problems for migrant workers to participate in vocational skills training. Next, the training content level is lower, and the market demand is disjointed. Under the influence of many factors, there are many contradictions between the supply and demand of vocational skills training for migrant workers. Thirdly, the training security system is not perfect, and the satisfaction of migrant workers on vocational skills training is low. At present, migrant workers expect the government to play its due role and build a perfect training security system. Finally, the incentive mechanism is not perfect, migrant workers have their own utilitarian and blindness. At present, what migrant workers pay more attention to is to obtain practical benefits from short-term training, and few migrant workers realize the importance of participating in training to improve their personal quality and overall ability. Finally, according to the existing problems, the corresponding countermeasures are put forward: first of all, we should increase the propaganda of the vocational skills training of migrant workers, improve the awareness of migrant workers and the correct understanding of the vocational skills training of migrant workers. Secondly, we should optimize the training model and training content, improve the level of training content, meet the market demand and expectations of migrant workers. In addition, the guarantee system of peasant workers' vocational skill training should be improved from three aspects: fund, management and supervision mechanism. Finally, we should improve the incentive mechanism, attract more migrant workers to participate in the training, and improve their satisfaction.
