广东省乳源县扶贫开发问题研究

【摘要】：贫困问题是困扰人类社会进步的突出问题之一。中国是世界上最大的发展中国家,历来高度重视农村贫困问题的研究。改革开放以来,家庭联产承包责任制极大地激发了农民的生产热情,农村经济发展迅速。广东省乳源县地处粤北地区,是广东省2013年确定的16个扶贫开发重点县(市)之一。该县境内多高山、峡谷,森林覆盖率达80.6%,季节性降雨明显,水量丰富,水田面积5113亩,人均耕地仅为0.5亩,有“八山一水一分田”之称。该县矿产资源具有品种齐全、分布广、埋藏浅的特点,但藏量少、纯度也相对较低,各种工业起步晚、基础薄。研究和分析乳源县的贫困问题,有利于实现城乡统筹发展,有利于实现共同富裕。通过对广东省乳源县农村贫困现状与问题的收集整理,发现该县贫困具有先天不足,人均耕地少、农产品品种单一,经济收益少、劳动力转移难以推进,收入提高困难、资金储备少,难以应付较大资金的支出、抵御风险能力差,容易一夜返贫等五个特征。在扶贫开发上存在农业综合开发有待进一步深入、人力资本未得到有效开发、扶贫资金利用效率低三个主要问题,因此应该明确重点人群,提高扶贫对象的精准度;找准产业和资源优势,增强精准扶贫造血能力;健全工作机制,为精准扶贫保驾护航;加大扶贫资金投入,确保扶贫力度不减。
[Abstract]:The problem of poverty is one of the outstanding problems puzzling the progress of human society. As the largest developing country in the world, China has always attached great importance to the study of rural poverty. Since the reform and opening up, the household contract responsibility system has greatly stimulated the farmers' enthusiasm for production, and the rural economy has developed rapidly. Ruyuan County, located in northern Guangdong Province, is one of the 16 key counties (cities) identified in Guangdong Province in 2013 for poverty alleviation and development. The county has a high mountain, canyon and forest coverage rate of 80.6. The seasonal rainfall is obvious and the water quantity is abundant. The paddy field area is 5113 mu, the per capita cultivated land is only 0. 5 mu, which is called "eight mountains, one water, one field". The mineral resources in this county have the characteristics of complete variety, wide distribution and shallow burial, but they have little storage, relatively low purity, late start of various industries and thin foundation. The study and analysis of poverty in Ruyuan County is conducive to the overall development of urban and rural areas and the realization of common prosperity. Through collecting and sorting out the present situation and problems of rural poverty in Ruyuan County, Guangdong Province, it is found that poverty in this county has inherent deficiencies, less per capita cultivated land, a single variety of agricultural products, less economic benefits, difficulty in the transfer of labor force, and difficulty in raising income. It is difficult to cope with the expenditure of large funds, and the ability to resist risks is poor, and it is easy to return to poverty overnight. There are three main problems in the development of poverty alleviation: agricultural comprehensive development needs to be further developed, human capital has not been effectively developed, and the utilization efficiency of poverty alleviation funds is low. Therefore, the key population should be clearly defined to improve the accuracy of poverty alleviation objects; Find out the advantages of industry and resources, enhance the ability of accurate poverty alleviation; improve the working mechanism to protect the precision poverty alleviation; increase the investment of poverty alleviation funds to ensure that poverty alleviation efforts will not be reduced.
