从储粮安全问题看农业供给侧结构性改革的着力点——建议以玉米为重点实施整建制规模化休耕

【摘要】：当前储粮安全事故成为社会关注热点,反映出我国粮食库存高、粮价低的同时,仍然过量生产、透支资源环境的扭曲失衡,这迫切需要通过深化农业供给侧结构性改革走出窘境。建议抓住目前高库存、低通胀的有利时机推进玉米规模化休耕。这虽然需要财政拿出一定规模资金进行补贴,但随着供求关系改善、带动市场价格上升,不仅财政支出能够得到有效弥补、农民收入不减反增,还能从消化粮食库存、加强资源环境保护、丰富调控手段等方面,实现与钢铁煤炭去产能类似的"一石多鸟"效果。
[Abstract]:At present, the safety accidents of grain storage have become the focus of attention of the society, which reflects the distortion and imbalance of our country's high grain stocks and low grain prices while still overproducing and overdrawing resources and environment. This urgent need through deepening the agricultural supply-side structural reform out of the dilemma. Suggestions to seize the current high inventory, low inflation favorable opportunity to promote large-scale fallow corn. Although this requires a certain scale of financial funds to be used for subsidies, as the relationship between supply and demand improves and market prices rise, not only can fiscal expenditure be effectively compensated, farmers' incomes will increase instead, and grain stocks can also be digested. Strengthen the protection of resources and environment, enrich the means of regulation and control, and realize the effect of "more than one stone with more birds" than iron and steel coal production capacity.
