吉林省农村土地流转模式分析

【摘要】：在相关政策的引导下,农村的土地流转状况发生了很大的改变,不同的土地流转模式在全国各地如火如荼地开展着,并取得了不错的成绩,引起社会广泛的关注。国家的多次重大会议都提出,要鼓励农地经营权在公开市场上自由流转,发展多种形式适度规模经营,构建新型的农业经营体系。当前我国农村的土地流转模式呈现出多样化,且各模式本身并无优劣之分,无论强制推行哪种模式都是不理想的。因为我国各地的资源禀赋、经济发展水平以及市场发育程度等方面都差异很大,所以必须因地制宜,才可以取得较高的效益。另外,我们要意识到加快农村土地流转实现适度规模经营必然会是一个长期的过程,要坚持农村土地流转的渐进性,不可急于求成。吉林省是我国的农业大省之一,土地是广大农民的命根子,如何解决农村土地细碎化,对于促进农业的产业化发展,实现农业的现代化以及社会主义新农村建设都具有重要意义。为此,本研究利用2015年吉林省7个市(县)的实地调研资料,对不同地区土地流转状况进行了调查,发现农村土地流转受到诸多因素的约束,农村土地流转势必要结合当地的情境,选择适当的模式才能提高农业生产力。本文选择了在吉林省土地流转中最为普遍的模式作为研究对象,即自发流转模式、股份合作制模式。通过对各模式进行比较分析,提出适合不同地区农地流转的目标模式,但各模式在实践中都必须遵循一定原则。同时,对各种农村土地流转模式共同面临的一些现实问题进行梳理,包括农民土地流转意识不强、农村土地流转管理不规范、农村土地流转市场体系不健全、农村剩余劳动力转移难与农村社会保障体系不健全等提出相应的建议,以保护各主体的利益。
[Abstract]:Under the guidance of relevant policies, the situation of rural land circulation has changed a lot. Different land transfer models are carried out in full swing all over the country, and have made good achievements. At many major national meetings, it is proposed to encourage the free circulation of farmland management rights in the open market, to develop various forms of moderate scale operation, and to build a new agricultural management system. At present, the rural land circulation mode of our country presents diversification, and each model itself has no good or bad, no matter which kind of compulsory implementation mode is not ideal. Because the resources endowment, the economic development level and the market development degree of our country are very different, so we must take measures according to the local conditions in order to obtain higher benefit. In addition, we should realize that speeding up the rural land circulation to realize moderate scale management will be a long-term process, we should insist on the gradual nature of rural land transfer, we should not rush to achieve. Jilin Province is one of the major agricultural provinces in China, and land is the lifeblood of the majority of farmers. How to solve the problem of rural land fragmentation will promote the development of agricultural industrialization. It is of great significance to realize the modernization of agriculture and the construction of new socialist countryside. Therefore, based on the field investigation data of seven cities (counties) in Jilin Province in 2015, the paper investigates the land circulation in different areas and finds that the rural land circulation is restricted by many factors. The rural land circulation must combine the local situation and choose the appropriate mode to improve the agricultural productivity. This paper chooses the most common mode in the land circulation of Jilin Province as the research object, that is, the spontaneous circulation model and the stock cooperative system model. Through the comparative analysis of each model, the paper puts forward the target mode suitable for different areas of farmland circulation, but all the models must follow certain principles in practice. At the same time, the paper combs some practical problems that various rural land circulation modes are facing, including farmers' weak consciousness of land circulation, non-standard management of rural land circulation, imperfect market system of rural land circulation, etc. The difficulties of transferring rural surplus labor force and the unsound rural social security system are proposed to protect the interests of all subjects.
