甘青川藏四省交界藏区的贫困现状与发展困境——基于青海班玛县达卡乡的家庭调查

【摘要】：本文以青海省班玛县达卡乡2014年全样本调查数据为基础,从家庭收入、住房、就业三大方面揭示了达卡乡的贫困现状,并对当地发展的三个主要困境:生态保护政策与均衡发展缺乏良好衔接;基础教育尚未普及人力资本投入不足;经济发展所需的基础设施严重滞后进行了探讨。最后提出,由于经济发展水平的差异导致的当地居民与其他地区居民发展机会的不均等,将在差距扩大的同时延展到经济之外的政治和社会领域,从而加剧当地社会问题的复杂性。包容性发展是推进当地各项工作的有效途径。
[Abstract]:Based on the 2014 full sample survey data of Dhaka Township in Banma County, Qinghai Province, this paper reveals the poverty situation in Dhaka Township from three aspects: household income, housing and employment. The paper also discusses the three main difficulties of local development: the lack of a good link between ecological protection policy and balanced development, the lack of human capital investment in basic education, and the serious lag of infrastructure for economic development. Finally, it is proposed that the unequal opportunities for development between the local population and those from other regions resulting from differences in the level of economic development will be extended to the political and social fields outside the economy while the gap is widening, Thus exacerbating the complexity of local social problems. Inclusive development is an effective way to advance local efforts.
