【摘要】：改革开放以来,“三农”问题一直都受到了党和政府的高度重视,解决好“三农”问题是历届党和政府工作的重中之重。为此,党和国家颁布了一系列更为具体、直接、有效的富裕农村、惠及农民和发展农业的政策和措施。改革开放30多年来,我国农村经济和社会面貌发生了深刻的历史性变革,农业现代化的快速发展,农民经济收入和生活水平的提升,农村的可持续发展。这些成绩都是在党和政府正确政策指导下取得的,与党和政府给予的政策倾斜和优惠、特别是惠农政策密切相关。因此,系统研究改革开放以来我国惠农政策发展的相关内容具有重要的理论意义和现实价值。论文分为绪论和正文部分。第一部分,绪论。第二部分,正文部分,主要分为四个部分。第一章,相关概念及理论基础阐释,包括惠农政策的内涵、我国实施惠农政策的重要意义、惠农政策发展研究的理论基础。第二章,改革开放以来我国惠农政策发展的历史轨迹及主要内容。自改革开放以来,我国惠农政策经历了开启阶段、形成阶段和完善阶段三个过程。第三章,改革开放以来我国惠农政策发展的历史经验。总结改革开放以来我国惠农政策发展经验,我们必须始终确保农业的基础地位、必须始终尊重农民的首创精神、必须始终坚持促进农民收入增加的目标、必须始终适合生产力的发展水平、必须始终坚持城乡统筹发展。第四章,我国惠农政策发展展望。主要分析了我国惠农政策发展的环境,包括经济环境、政治环境和惠农政策自身环境;我国惠农政策发展的趋势主要包括:惠农政策内容将越来越丰富和完善、惠农政策发展导向将越来越着眼于解决现实问题、惠农政策发展理念将越来越体现以人为本。
[Abstract]:Since the reform and opening up, the issue of "agriculture, countryside and farmers" has been attached great importance by the Party and the government. For this reason, the Party and the state have promulgated a series of more concrete, direct and effective policies and measures for the benefit of farmers and the development of agriculture. Since the reform and opening up for more than 30 years, China's rural economy and social outlook has undergone profound historical changes, the rapid development of agricultural modernization, the improvement of farmers' economic income and living standard, and the sustainable development of rural areas. These achievements are all obtained under the guidance of the correct policies of the Party and the government, and are closely related to the preferential policies given by the Party and the government, especially the preferential policies for farmers. Therefore, it is of great theoretical significance and practical value to systematically study the relevant contents of China's agricultural policy since the reform and opening up. The paper is divided into introduction and text. The first part, introduction. The second part, the text part, is divided into four parts. The first chapter explains the related concepts and theoretical basis, including the connotation of agricultural policy, the significance of implementing preferential agricultural policy in China, and the theoretical basis of the research on the development of preferential agricultural policy. The second chapter, the history track and main content of China's favorable agricultural policy development since the reform and opening up. Since the reform and opening up, China's agricultural policy has experienced three stages: opening stage, forming stage and perfecting stage. The third chapter is the historical experience of the development of China's agricultural policy since the reform and opening up. Summing up the development experience of China's favorable agricultural policy since the reform and opening up, we must always ensure the basic position of agriculture, must always respect the pioneering spirit of the peasants, and must always adhere to the goal of promoting the increase of farmers' income, Must always be suitable for the level of development of productive forces, must always adhere to urban and rural development as a whole. The fourth chapter, our country benefits the agriculture policy development prospect. This paper mainly analyzes the development environment of China's agricultural policy, including the economic environment, the political environment and the favorable agricultural policy environment, and the trend of the development of China's agricultural policy mainly includes: the content of the policy will be more and more abundant and perfect. The development orientation of beneficial agricultural policy will focus more and more on solving practical problems, and the concept of beneficial agricultural policy development will be more and more people-oriented.
