河南省农业现代化金融支持研究

【摘要】：中国是一个占世界总人口近1/6的国家,农业对其稳定发展有重大贡献,而农业的发展对国民经济的稳定健康发展具有十分重要的作用。农业现代化发展可以加快实现增加农民收入和快速发展农村的目标。而发展现代化农业需要农村金融的大力支持。由于农业本身存在一些不足,相对于其他行业发展中的金融支持状况,金融对农业现代化的支持作用稍显不足。学者们一直把金融支持农业现代化发展的问题当作焦点进行研究。目前,河南省农村金融对发展农业现代化的支持得到了一些成果,农业现代化有了较快发展。但伴随着农业现代化的不断发展,其对金融的需求也越来越多,而金融支持存在不足这两方面的矛盾造成金融支持农业现代化存在许多问题需要解决。本文首先介绍了“农业现代化”和“金融支持”等相关概念,并对农村金融理论进行了阐述,其次对河南农业现代化金融支持的现状进行简单的分析,再次提出金融支持农业现代化的制约因素,最后,针对前文对河南省农业现代化金融支持现状和制约因素的分析,提出提升金融支持农业现代化程度的政策建议。文章主要分为以下几个部分:金融支持农业现代化的理论基础。本部分首先阐述了农业现代化和金融支持的相关概念,然后提出农村金融体系,最后阐述农村金融发展理论;河南农业现代化及金融支持现状。本部分从农村金融供给和信贷支农两方面分析金融支农现状;河南金融支持农业现代化中的制约因素。本部分从农村金融体系不完善、农村信用体系不健全、农业风险管理机制不成熟、农村金融市场不完善、农业金融产品和服务方式比较单一、农业金融监管体制不发达、农村金融生态环境不良好七个方面分析金融支持农业现代化的制约因素;提升河南省金融支持农业现代化程度的政策建议。本部分针对制约因素提出政策建议,包括完善河南省农村金融体系、健全河南省农村信用体系、改进河南省农业风险管理体系、完善河南省的农村金融市场体系、丰富农业金融产品和服务方式、强化河南省农业金融监管体制、改善河南省农村金融生态环境;结论。本部分对文章所阐述的内容和观点做一个简单的总结。
[Abstract]:China is a country that accounts for nearly a sixth of the world's total population. Agriculture contributes greatly to its stable development, and the development of agriculture plays a very important role in the stable and healthy development of the national economy. The development of agricultural modernization can accelerate the realization of the goals of increasing farmers' income and developing rural areas quickly. The development of modern agriculture needs the strong support of rural finance. As there are some deficiencies in agriculture itself, compared with the financial support in the development of other industries, the financial support to agricultural modernization is slightly inadequate. Scholars have been financial support for the development of agricultural modernization as the focus of research. At present, the rural finance of Henan Province has obtained some achievements in supporting the development of agricultural modernization, and agricultural modernization has developed rapidly. However, with the continuous development of agricultural modernization, there is more and more demand for finance, and the contradiction between financial support and agricultural modernization leads to many problems to be solved. This paper first introduces the concepts of "agricultural modernization" and "financial support", and expounds the theory of rural finance. Secondly, it makes a simple analysis of the current situation of financial support for agricultural modernization in Henan Province. Finally, according to the analysis of the present situation and restriction factors of the financial support of agricultural modernization in Henan Province, the paper puts forward some policy suggestions to enhance the degree of financial support to agricultural modernization. This article is mainly divided into the following parts: the theoretical basis of financial support for agricultural modernization. This part first expounds the related concepts of agricultural modernization and financial support, then puts forward the rural financial system, and finally expounds the theory of rural financial development, and the present situation of agricultural modernization and financial support in Henan Province. This part analyzes the current situation of financial support for agriculture from the two aspects of rural financial supply and credit supporting agriculture, and the restrictive factors in Henan financial support agricultural modernization. In this part, the rural financial system is not perfect, the rural credit system is not perfect, the agricultural risk management mechanism is not mature, the rural financial market is not perfect, the agricultural financial products and services are relatively single, and the agricultural financial supervision system is not developed. This paper analyzes the restrictive factors of financial support for agricultural modernization in seven aspects, and the policy suggestions on improving the degree of financial support for agricultural modernization in Henan Province. This part puts forward some policy suggestions for restricting factors, including perfecting the rural financial system of Henan Province, perfecting the rural credit system of Henan Province, improving the agricultural risk management system of Henan Province, and perfecting the rural financial market system of Henan Province. To enrich the agricultural financial products and services, to strengthen the supervision system of agricultural finance in Henan Province, and to improve the rural financial ecological environment of Henan Province. This part makes a brief summary of the content and viewpoint of the article.
