【摘要】：近年来,特别是党的十八大以来,中央1号文件多次提出,要充分发挥和利用好现代科学信息技术改造和发展传统农业,而实现现代农业信息化的关键就是农业信息服务体系的发展。克拉玛依政府提出建设智慧城市,通过互联网+等高新技术,提高农业的现代化水平,农业信息化管理体系的建设和发展意义就显得极为必要。本文以克拉玛依市农业开发区信息化服务体系优化研究为依据,首先提出了选题背景、研究目的和意义,简述了涉及农业信息化服务体系的有关概念和理论基础。阐述了克拉玛依市农业开发区发展现状,通过实地走访、调查问卷的方法,对发展现状和存在的问题进行了归纳整理,后对调查数据进行了统计分析,有针对性的提出优化对策。本文主要研究结论是:克拉玛依市农业开发区信息化服务体系出具成效,但依然存在服务水平不高、主体单一和缺少农业专家系统的问题。通过调查结果分析来看,农户的服务需求是很高的,但由于人员、信息利用等因素,阻碍了开发区信息化服务体系的发展。调查分析后,提出了针对性的优化对策:一、强化管委会在农业信息化服务发展中的主导作用。二、改进农业信息化服务体系平台。三、加大农业信息资源的开发力度、提高管理和利用效率。
[Abstract]:In recent years, especially since the 18th National Congress of the Party, the first document of the CPC Central Committee has repeatedly stated that it is necessary to give full play to and make full use of modern scientific and information technology to transform and develop traditional agriculture. The key to realize modern agricultural informatization is the development of agricultural information service system. Karamay government put forward the construction of intelligent city, through the Internet and other high-tech, to improve the level of agricultural modernization, the construction and development of agricultural information management system is extremely necessary. Based on the research on the optimization of information service system in Karamay agricultural development zone, this paper firstly puts forward the background, purpose and significance of the research, and briefly introduces the related concepts and theoretical basis of the service system of agricultural informatization. This paper expounds the present situation of the development of Karamay agricultural development zone, summarizes the present development situation and existing problems through field visits and questionnaires, and then makes a statistical analysis of the survey data. Put forward the optimization countermeasure pertinently. The main conclusions of this paper are as follows: the information service system of Karamay Agricultural Development Zone is effective, but the service level is not high, the main body is single and the agricultural expert system is lacking. Through the analysis of the survey results, the service demand of farmers is very high, but because of the factors such as personnel and information utilization, it hinders the development of information service system in the development zone. After investigation and analysis, some countermeasures are put forward: first, strengthening the leading role of the Administrative Committee in the development of agricultural information service. Second, improve the agricultural information service system platform. Third, increase the development of agricultural information resources, improve management and utilization efficiency.
