巴中市恩阳区农业产业化现状与对策的研究

【摘要】：在国民经济快速发展过程中,农业不但是支柱产业之一,更是关系到千千万万的家庭的生活需求,俗话说“无农不稳,无农不兴”,农业是真正的国计民生的大事。随着我国全面深化改革的推进,农业发展遇到了很多新的问题和矛盾。在不断的改革探索创新中,得到了农业产业化这个成功的示范,一些好的经验和方式得以推广,较好地促进了部分地区农业经济的发展。事实表明,农业产业化是我国促进农业发展和推进农村改革的有效切入口,是实现全面小康社会的重要路径。产业化已经成为当今农业发展的一个主要趋势和重要措施。四川省巴中市恩阳区是革命老区、秦巴山区连片扶贫开发的中心区域,农业产业规模小、层次低,农业产业化的水平很低,无法适应农业面向市场化和国际化的新要求。同时,恩阳是一个2013年才成立的新区,农业比重大、农业人口多,又迫切需要建设和发展,必须农业产业化为契机,以促进农业持续增产和农民快速增收为核心,创新农村体制机制,加快发展现代农业,建设幸福美丽新村,确保农村面貌有新变化、农民生活水平有新提高。首先,论文详细论述了与农业产业化相关的理论与文献,并通过整理世界各国发展农业产业化的先进经验,从而得出可用于参考与借鉴之处,并找出目前理论较少触及的领域。其次,分析恩阳区农业产业化的发展现状,目前恩阳区农业产业化发展的条件和基础。本文运用实地考察、专家访谈、数据分析、综合分析和SWOT等方法分别对恩阳区发展农业产业化的经营中各利益主体、发展优势、劣势、机遇和挑战具体情况进行了分析,笔者认为农业产业化必须紧紧围绕市场需求来进行,在农业产业化的进程中,市场发挥着带头作用,同时它也是推行农业产业化的载体与前提。同时,农业产业化进程中,农业领域的龙头企业发展是重中之重,但在龙头企业发展过程中也要注意建立健全制度来保护各参与主体的合法利益和合理诉求。恩阳农业产业化要想快速发展、追赶跨越,研究显示在未来的发展方向上要注意：政府要突出自身的公共服务职能,坚持简政放权、为民服务,坚持“市场引导为前提、企业发展为主体、基地基地建设为基础、农民增收为目的”的原则,采取“业主+园区+基地+院校”的模式,加大农业科技投入,突出中药材、生态蔬菜、优质粮油等山区特色产业,加快推进农业规模化、标准化、商品化、品牌化等措施来带动农业产业化发展。提升农民组织化程度,创新企业和农户的合作模式,从而使得农民能够真正获得产品增值带来的效益,从而推动农业产业化持续良性发展。对于农业龙头企业而言,则应在建立、治理、发展等方面继续加强和改善。
[Abstract]:In the process of the rapid development of national economy, agriculture is not only one of the pillar industries, but also related to the living needs of thousands of families. As the saying goes, "no agriculture is unstable, no agriculture is not good", agriculture is a real national economy and people's livelihood event. With the development of China's comprehensive reform, agricultural development has encountered many new problems and contradictions. In the process of continuous reform, exploration and innovation, the successful demonstration of agricultural industrialization has been obtained, and some good experiences and methods have been popularized, which has promoted the development of agricultural economy in some regions. The facts show that agricultural industrialization is an effective entrance to promote agricultural development and rural reform in China, and is an important way to realize a well-off society in an all-round way. Industrialization has become a major trend and important measures of agricultural development today. Enyang District of Bazhong City in Sichuan Province is an old revolutionary area, the central area of poverty alleviation and development in Qinba Mountain area. The scale of agricultural industry is small, the level of agricultural industrialization is low, and the level of agricultural industrialization is very low, which can not meet the new demands of marketization and internationalization of agriculture. At the same time, Enyang is a new area that was only established in 2013. It has a large proportion of agriculture, has a large agricultural population, and is in urgent need of construction and development. Therefore, it is necessary to take agricultural industrialization as an opportunity to promote the sustained increase of agricultural production and the rapid increase in farmers' income as the core. We should innovate the rural system and mechanism, speed up the development of modern agriculture, build a happy and beautiful new village, and ensure a new change in the face of the countryside and a new improvement in the living standards of the peasants. First of all, the paper discusses the theory and literature related to agricultural industrialization in detail, and through sorting out the advanced experience of developing agricultural industrialization in various countries in the world, obtains the reference and reference points, and finds out the fields that are rarely touched by the theory at present. Secondly, it analyzes the current situation of agricultural industrialization in Nanyang, and the conditions and foundation of agricultural industrialization in Nanyang. This paper uses the methods of field investigation, expert interview, data analysis, comprehensive analysis and SWOT to analyze the specific situation of the main interests, development strengths, weaknesses, opportunities and challenges in the development of agricultural industrialization in Enyang. The author holds that agricultural industrialization must be carried out closely around market demand. In the process of agricultural industrialization, market plays a leading role, and it is also the carrier and premise of agricultural industrialization. At the same time, in the process of agricultural industrialization, the development of leading enterprises in the field of agriculture is the most important, but in the process of development of leading enterprises, attention should be paid to the establishment of a sound system to protect the legitimate interests and reasonable demands of the participants. In order to develop rapidly and catch up with and leap forward in the agricultural industrialization of Enyang, the research shows that the government should pay attention to its own public service function in the future: the government should stress its own public service function, adhere to decentralization, serve the people, and adhere to the premise of "market guidance". On the principle of enterprise development as the main body, base construction as the foundation, and farmers' income increasing as the goal, the model of "owner park, base colleges and universities" should be adopted to increase the investment in agricultural science and technology, to highlight traditional Chinese medicinal materials and ecological vegetables, High quality grain and oil and other characteristic industries in mountain areas can accelerate the development of agricultural industrialization by speeding up the development of agricultural scale standardization commercialization brand and so on. In order to promote the farmers' organizational degree and innovate the cooperation mode between enterprises and farmers, the farmers can really get the benefits brought by product increment, thus promoting the sustainable and benign development of agricultural industrialization. For agricultural leading enterprises, should be in the establishment, governance, development and other aspects continue to strengthen and improve.
