河北省饶阳县蔬菜产业信息化发展研究

【摘要】：饶阳县蔬菜产业具有良好的发展基础,种植规模不断扩大,在河北省乃至全国影响力不断提升。而蔬菜产业仍保持传统的生产模式、蔬菜销售附加值低、销售渠道单一和品牌影响力小严重制约着饶阳县蔬菜产业的发展,迫切需要发展农业信息化。将传统蔬菜生产经营方式与物联网、电子商务和质量安全追溯等信息化先进技术相结合,以调结构、转方式为目的,实现饶阳县蔬菜产业高效发展和农民增收的要求。本文运用文献分析法、比较分析法和案例分析法,以信息生产力理论和信息不对称理论为基础,通过先后3次对饶阳县农业局、统计局等政府部门和多种蔬菜经营主体和蔬菜信息员的访谈。在对饶阳县蔬菜信息化发展环境进行深入系统分析的基础上,从蔬菜龙头企业、蔬菜专业合作社和蔬菜种植户3个不同层面分析信息化应用效益及成效。且从宏观、微观两个角度提出饶阳县蔬菜信息化存在的问题,借鉴先进企业和发达地区农业信息化发展经验,提出饶阳县蔬菜信息化发展对策:首先,根据不同蔬菜经营主体的实际情况和棚室改造难度,选择适宜其现阶段应用的物联网技术和水平并给予政策优惠或相关补助,重点发展蔬菜物联网技术的应用;其次,加快配套物流仓储项目建设,尽快实现蔬菜保鲜仓储及冷链运输,最终借助中商交农业电子商务平台拓宽销售渠道;再次,发挥政府主导作用,完善信息服务体系和考核标准;最后,促进符合饶阳县区域特色的信息资源开发利用。本文创新点在于侧重研究蔬菜产业信息化在生产经营领域的效益和成效,区别于以往构建省、市级农业信息化平台的政府分析角度,研究内容更加微观、细化。
[Abstract]:The vegetable industry in Raoyang County has a good development foundation, the scale of planting is expanding, and the influence in Hebei Province and even the whole country is rising. But the vegetable industry still maintains the traditional production pattern, the vegetable sale added value is low, the marketing channel is single and the brand influence is small, which seriously restricts the development of the vegetable industry in Raoyang County, and it is urgent to develop the agricultural informatization. This paper combines the traditional vegetable production and management mode with the advanced information technology such as Internet of things, electronic commerce and quality and safety traceability, in order to adjust the structure and change the way to realize the high efficiency development of vegetable industry in Raoyang County and the request of increasing farmers' income. Based on the theory of information productivity and the theory of information asymmetry, this paper applies the methods of literature analysis, comparative analysis and case analysis to the Raoyang Bureau of Agriculture three times. Bureau of Statistics and other government departments and a variety of vegetable operators and vegetable information staff interviews. Based on the systematic analysis of the development environment of vegetable informatization in Raoyang County, this paper analyzes the benefit and effect of informatization application from three different levels: vegetable leading enterprises, vegetable professional cooperatives and vegetable growers. And put forward the problems of vegetable informatization in Raoyang County from the macro and micro angles, and draw lessons from the experience of the advanced enterprises and the developed regions, and put forward the development countermeasures of the vegetable informatization in Raoyang County: first of all, According to the actual situation of different vegetable operators and the difficulty of shack renovation, select the appropriate technology and level of Internet of things which is suitable for its application at the present stage, and give preferential policies or related subsidies, and focus on developing the application of vegetable Internet of things technology; secondly, Accelerate the construction of supporting logistics warehousing projects, realize vegetable storage and cold chain transportation as soon as possible, and finally expand the sales channels with the help of the agricultural e-commerce platform of China Commercial Exchange; third, give play to the leading role of the government, improve the information service system and assessment standards; Finally, to promote the development and utilization of information resources in accordance with the regional characteristics of Raoyang County. The innovation of this paper lies in the research on the benefit and effect of vegetable industry informatization in the field of production and management, which is different from the government analysis angle of constructing provincial and municipal agricultural informatization platform in the past, and the research content is more micro and detailed.
