沙湾县农民专业合作社发展对策研究

【摘要】：农民专业合作社作为农业生产经营的新型主体,已成为当今各类农业经济组织中发展最快、普及最广的合作组织。近年来,在国家、新疆维吾尔自治区党委、政府积极引导,相关涉农部门大力推动下,新疆农民专业合作组织得到了突飞猛进的发展,为全疆农业规模化发展、农民持续增收以及维护社会稳定和长治久安各项事业发展做出了重大的贡献。沙湾县作为自治区农业十大强县之一,农业产值在县域经济和农民收入中占有很大比重,随着县内合作社的迅猛发展,有力的推动了现代农业发展和县域产业结构调整。研究沙湾县农民专业合作社发展,对于实现沙湾县农业增效、农民增收具有很重要的现实意义,同时也对和沙湾县接壤的、同一区域、同一农业基础条件的其它县市具有一定的借鉴意义。本文采取文献研究、社会调查、统计分析等方法,在系统的学习研究当今国内国外先进合作社理论的基础上,梳理了沙湾县农民合作社发展历程,基于目前合作社发展现状,采用SWOT分析法,全面分析在国家和自治区相关政策和战略支持、区域合作日益增强的新时期,沙湾县在充分挖掘县域区位、交通便捷,自然资源丰富、农机装备先进、生产成本低、农技培训资源丰富等优势,通过建章立制、加强合作社自身建设,克服人才缺乏、农产品综合竞争能力弱、合作社品牌意识不强、合作社运作不规范、发展资金缺口较大等劣势。同时,结合国内国外先进合作社理论积极探寻沙湾县发展农业专业合作社的解决的办法,提出加大政府支持力度,优化合作社发展环境;完善制度机制,规范合作社发展;拓宽资金来源渠道,引导合作社自身要加强资金积累、加快产品深加工、合作社联营壮大规模等措施,尽最大的努力为促进沙湾县农民专业合作持续健康发展,提升农产品市场竞争力提供决策依据。
[Abstract]:As a new main body of agricultural production and management, farmers' specialized cooperatives have become the fastest growing and most widely popularized cooperative organizations in all kinds of agricultural economic organizations. In recent years, under the active guidance of the state, the party committee and the government of the Xinjiang Uygur Autonomous region, and the vigorous promotion of the relevant agricultural departments, the professional cooperative organizations of the farmers in Xinjiang have developed by leaps and bounds, making it possible for the whole of Xinjiang to develop on a large scale. Farmers continue to increase income and maintain social stability and long-term stability of various undertakings to make major contributions. Shawan County as one of the top ten agricultural counties in the autonomous region, agricultural output value occupies a large proportion in the county economy and farmers' income. With the rapid development of the county cooperatives, the modern agricultural development and the adjustment of the county industrial structure have been vigorously promoted. The study on the development of farmers' specialized cooperatives in Shawan County is of great practical significance to the realization of agricultural efficiency and the increase of farmers' income in Shawan County, as well as to the same area bordering Shawan County. Other counties and cities with the same agricultural basic conditions have certain reference significance. This paper adopts the methods of literature research, social investigation, statistical analysis and so on. On the basis of systematic study on the theory of advanced cooperatives at home and abroad, this paper combs the development course of farmers' cooperatives in Shawan County, based on the present situation of cooperative development. In the new period of national and autonomous region related policies and strategic support and increasing regional cooperation, Shawan County is fully excavating county location, convenient transportation, rich natural resources, advanced agricultural machinery and equipment, using SWOT analysis method. With the advantages of low production cost, abundant agricultural technology training resources and so on, through the establishment of rules and regulations, strengthening the construction of cooperatives, overcoming the lack of talents, weak comprehensive competitive ability of agricultural products, weak brand awareness of cooperatives, and non-standard operation of cooperatives, The development fund gap is big and so on inferiority. At the same time, combining the advanced cooperative theory at home and abroad to explore the solution to develop agricultural specialized cooperative in Shawan county, the author puts forward to increase the government support, optimize the cooperative development environment, perfect the system mechanism, and standardize the cooperative development. To broaden the channels of funding sources, to guide cooperatives to strengthen their own accumulation of funds, to speed up the deep processing of products, and to expand the scale of co-operatives, and to do their utmost to promote the sustained and healthy development of professional cooperation among farmers in Shawan County, Improve the market competitiveness of agricultural products to provide decision-making basis.
