盘锦市科协“科普之冬”活动促进农超对接的案例研究

【摘要】：随着我国社会经济和农业生产力的大力发展,农产品逐步由整体短缺变成了剩余,导致了农业生产者的产品出售困难的问题。与此同时,居民生活水平的不断提高导致消费者对农产品的需求由数量逐渐向质量进行转变,新型的农产品销售渠道和销售方式不断涌现,盘锦市“农超对接”也应运而生。2008年,商务部、农业部《关于开展农超对接试点工作的通知》文件下发以后,盘锦市“农超对接”成为这一活动的先驱者和探路者。此后的7年时间,此项活动在摸索中成熟并且壮大,从最开始的市级活动逐步发展到省级,乃至全国推广。鉴于此项活动已经开展了7年但却没有被系统地进行总结分析和深入研究,所以笔者决定以盘锦市“农超对接”活动为实例,通过实地调研、数据分析和文献研究等方法,以供应链理论、交易成本理论和合作经济理论为理论依据,对盘锦市“农超对接”案例进行分析和对策研究,希望能够总结发展经验,并且解决发展过程中仍存在的一些问题。通过对国内外文献的学习和研究，对相关理论进行综述,对盘锦市“农超对接”的现状进行了介绍,通过对盘锦市“农超对接”活动的特点和积极效应进行了分析,并从对接超市和农业生产者这两个主体、对接关系维系、品牌建设等方面总结出了超市进货标准高、结算周期长,缺乏稳定、紧密的对接关系,农户不按时交货现象较为突出,农产品质量无法保障等问题,深入分析了“农超对接”市场行为缺乏规范、信用机制缺失、生产者品牌意识薄弱、缺乏有效管理和推广、技术和专项人才缺乏等问题成因。在此基础上,提出相应的政策建议：一是加强农户的组织化和信息化建设；二是要提高政策优惠和规范市场行为；三是要加强品牌建设；四是要培养专项人才。只有这些问题被解决,盘锦市“农超对接”活动才能够更加完善、发挥更大的作用,更好地进行推广。
[Abstract]:With the development of our country's social economy and agricultural productive forces, the agricultural products have gradually changed from the whole shortage to the surplus, which leads to the difficulty of selling the agricultural producers' products. At the same time, with the continuous improvement of the living standards of residents, consumer demand for agricultural products has gradually changed from quantity to quality, and new agricultural products marketing channels and marketing methods have been emerging. In 2008, the Ministry of Commerce and the Ministry of Agriculture issued the document "Agricultural Super docking", and Panjin "Agricultural Super-docking" became the pioneer and pathfinder of this activity. In the following 7 years, the activity matured and expanded from the initial city level to the provincial level and even the whole country. In view of the fact that this activity has been carried out for 7 years but has not been systematically analyzed and studied in depth, the author has decided to take Panjin City's "Agricultural Chao docking" activity as an example, through field research, data analysis and literature research, and so on. On the basis of supply chain theory, transaction cost theory and cooperative economy theory, this paper analyzes and studies the case of "agricultural super docking" in Panjin city, hoping to sum up the development experience and solve some problems that still exist in the course of development. Based on the study and research of domestic and foreign literature, this paper summarizes the relevant theories, introduces the present situation of "agricultural super docking" in Panjin city, and analyzes the characteristics and positive effects of the "agricultural super docking" activity in Panjin city. And from the connection supermarket and the agricultural producer these two main bodies, the docking relation maintenance, the brand construction and so on aspect has summarized the supermarket purchase standard high, the settlement period is long, lacks the stable, the close docking relation, the farmer does not deliver the goods on time the phenomenon to be more prominent. The causes of the problems such as the lack of standard market behavior, the lack of credit mechanism, the weak consciousness of producer brand, the lack of effective management and promotion, and the lack of technical and specialized personnel are deeply analyzed. On this basis, the corresponding policy recommendations: first, to strengthen the organization and information construction of farmers; second, to improve policy preferences and standardize market behavior; third, to strengthen brand building; fourth, to train special talents. Only when these problems are solved, can Panjin's "Agricultural Chao docking" activities be more perfect, play a greater role, and be popularized better.
