湖南粮食生产经营方式转变的路径与机制研究

【摘要】：随着我国工业化、城镇化进程的加快,人们对粮食的需求结构在逐渐发展变化,原本生产商品粮的粮农变成消费商品粮的主体,粮食安全问题受到了我国政府前所未有的高度重视,粮食产量虽然实现了连增但农民收入仍不见涨、产业效益仍旧不高,这一些列问题引发人们对现有的粮食生产经营方式是否合理等问题的思考,原本传统生产经营方式已经不能适应现代社会经济发展的需要,以现代化农业为目标的经营理念在农业发展中逐渐占主导地位,也影响着粮食产业的变革。湖南是我国重要的粮食主产区,转变粮食生产经营方式的责任重大而紧迫。从发达国家的经验来看,实现粮食生产经营的传统方式到现代方式的转变并不是一蹴而就的简单行为,而是一个具有阶段性的较长期过程。因此,湖南必须立足现实,把握发展机遇,建立有效的引导机制,通过多方主体联动,多点合力推动,特别是从培育新型粮食经营主体、加强新型粮农培养、加大科技投入、推动示范区建设等途径促进湖南粮食生产经营方式的现代转变。
[Abstract]:With the industrialization of our country and the acceleration of the process of urbanization, the structure of people's demand for food is gradually developing and changing. The issue of food security has received unprecedented attention from the Chinese government. Although the grain production has been continuously increasing, the farmers' income has not yet risen, and the industrial efficiency is still low. These problems have caused people to think about whether the existing grain production and management methods are reasonable or not. Originally, the traditional production and management methods can no longer meet the needs of modern social and economic development. The management idea which aims at modern agriculture plays a leading role in agricultural development, and also affects the transformation of grain industry. Hunan is an important grain producing area in our country. It is very important and urgent to change the way of grain production and management. From the experience of the developed countries, it is not a simple act to realize the transformation from the traditional way of grain production and management to the modern mode, but a long-term process with stages. Therefore, Hunan must base itself on reality, grasp the opportunity for development, establish an effective guiding mechanism, and promote it through multi-subject linkage and multi-point joint efforts, especially from the cultivation of a new type of grain management subject, strengthening the cultivation of a new type of food and agriculture, and increasing the input in science and technology. To promote the construction of demonstration areas and other ways to promote the modern transformation of Hunan grain production and management.
